- The Bureau of Land Management (BLM) Gila District of the Tucson Field Office located at 3201 East Universal Way Tucson, AZ 85756 seeks a contractor to perform dumpster service. All details of the work are in the Scope Of Work (SOW) which is an attached file. The contract will be awarded on the basis of lowest priced, technically acceptable (LPTA) with past performance (reference checks) being a go/no go factor.All contractors wishing to do business with the federal government must be registered in the SAM (System for Award Management, www.sam.gov) and not be debared from participating in federal contracting. This procurement is a 100% set aside for small business. A large business may submit a quote but must do so with the understanding of the small business set aside. Quotes will only be accepted via email to contract specialist Pete Smolinski at psmolins@blm.gov (voice phone (602) 906-5563). That's because there is a glitch with the computer system which is that quotes submitted through the computer system never get through,
