Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Fei Co., 5350 N.E. Dawson Creek Dr., Hillsboro, Oregon 97124-5793, for a one year service contract for the Tecnai 12 Spirit Microscope - Hardware covered: • TecnaiSpirit Tem Tem SN: D1181 • Gatan 894 Ultrascan SN: D1181.1 This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 811219 and the business size standard is $6 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. The period of performance shall be twelve (12) months from date of award. Coverage: FEI has the only factory trained service organization available on the East Coast capable of servicing the Cryo functions, Compu-Stage and Tomography capabilities on this particular microscope and is also the manufacturer and the only authorized dealer for providing this service. Because of the complexity of this instrument, Service Engineers are sent to specific training courses to gain sufficient hardware and software proficiency, this intense training enables them to properly provide the necessary service, repair and maintenance on the equipment. The company will provide a qualified FEI technician to perform maintenance as necessary. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on September 10, 2012. Electronic capability statements (via e-mail) will be accepted. All questions must be in writing and can be faxed to 301-480-7443 or emailed to Lisa Josephowitz, Contract Specialist, at josephol@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the Central Contractor Registration (CCR) http://www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
