Description
This is a 100% Small Business Set-Aside Solicitation. The AFTC/PZIOBA, Operational Contracting Office, Eglin AFB, FL intends to solicit, negotiate, and award a Firm-Fixed Price contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition format, FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate, written solicitation will not be issued. This announcement is issued as Request for Quotation (RFQ) # F1T3CK2206A001. The North American Industry Classification System (NAICS) code for this acquisition is 335999, with small business size standard of 500 employees; please identify your business size in your response based upon this standard. This is a 100% Small Business Set-Aside acquisition. Offerors will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis IAW FAR 15.101-2 and the award will be made to the lowest priced offeror that meets the minimum requirement. The government will not accept refurbished/used equipment. There will be no advance payments. Offerors are advised to include a completed copy of provision 52.212-3, Offer Representations and Certifications - Commercial Items, with their offer. This requirement is for: CLIN 0001: AARDVARK Escalation of Force Kit or Equal The product must meet the following requirements: a. Shipment from vendor must be included in contract b. Minimum of one Magnetic Audio Device (MAD) acoustic with magnet c. Minimum of two High Intensity White Light (Night Hunter) d. Minimum of one Lead and Trail Vehicle Sign e. Minimum of one Expeditionary Search Pack f. Minimum of two Glare Mount Green Lasers g. Minimum of one Entry Point Vehicle Kit h. Minimum of one MAD acoustic with Tripod i. Minimum of one Expack j. Minimum of one Vehicle Lightweight arresting device (VLAD) k. Minimum of one Squid SQ.200 Hands Free Translation Device 1. Minimum of one Explosive Detection Expray m. Minimum of one Metal Detector Wand n. Minimum of one Magnum Spike Strips o. Minimum of ten Traffic Cones p. Minimum of one Traffic Paddle Red/Green q. Minimum of one Generator able to power MAD acoustics r. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; items not meeting the salient characteristics cited above will be removed from award consideration. No further evaluations will be conducted; (ii) price; (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
