Description
The U.S. Department of Education, White House Initiative on Historically Black Colleges and Universities (WHI HBCU) intends to award a purchase order to Swank Audio Visuals (Swank) for audio/visual services (A/V) on a sole source basis in accordance with Federal Acquisition Regulation 13.106-1(b). The WHI HBCU is hosting two events at the Grand Hyatt Washington (GHW), 1000 H Street NW, Washington, DC 20001 on September 25 - 27, 2012. Each event requires A/V services. Swank is the preferred A/V vendor for the GHW. Should an entity elect to contract an outside A/V vendor, GHW imposes numerous terms and conditions which will result in additional costs to the Department. A sample of the additional costs the WHI HBCU may incur if it chooses to use an A/V vendor other than the GHW preferred provider include, but are not limited to load in/out supervision at prescribed rates, rigging, lectern use, and electricity/power. In addition, failure to follow the procedures/rules could result in refused admission to the hotel of the vendor or dismissal from the property if on-site violations occur. Accordingly, to avoid the additional costs and administrative work associated with using other than the GHW preferred A/V provider, the Contracting Officer has concluded that only Swank is reasonably available to meet the WHI HBCU need. This posting is a notice of intent to procure A/V services on a sole source basis in accordance with FAR 13.106-1(b). No solicitation will be issued. This notice is not a request for competitive quotes, however, all responsible sources may submit a response to this notice by the due date, which shall be considered by the Contracting Officer. If no responses are received by this time, the purchase order will be awarded to Swank Audio Visuals without further notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Contracting Officer. This procurement will be processed pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
