- The United States Army Medical Research Acquisition Activity (USAMRAA) intends to issue a fixed price contract to a single source under the authority of FAR 6.302-1 on or about 17 September 2012, to the University of Texas Medical Branch at Galveston, 301 University Blvd., Galveston, Texas, on behalf of the sponsor agency of U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID). The period of performance will be for a Base-Year I and one (1) Option Period - Year II. The North American Industrial Classification System (NAICS) code for this acquisition is 541690 and the size standard is $14.0M. The sole source determination is based on the need for the services from the laboratory of Dr. Slobodan Paessler at the University of Texas Medical Branch. This laboratory has an extensive experience producing chimeric Sindbis/VEE viruses for diagnostic assays and production of immune sera to overcome the shortage of diagnostic capacity. These chimeric viruses 1) improve safety in diagnostic laboratories by reducing the risk of laboratory-acquired infections and laboratory-initiated outbreaks, as reported for VEEV from Venezuela; 2) eliminate the need for large-scale VEEV production; 3) make VEEV serological diagnostic reagents available to local public health and private diagnostic laboratories to be used safely in a BSL-2 containment; 4) enable laboratories to safely produce high quality, VEEV-specific immune sera under BSL-2 containment using a single inoculum; and 5) improve the ability to ship diagnostic tools within and outside of the U.S. Market Research have been initiated through literature search, including Web based search to identify Dr, Slobodan Paessler's Laboratory as the sole source that could provide desired products. At this time, no other laboratories were found to have successfully produced VEE chimeric viruses for use in BSL2 conditions. Specifications suitable for a full and open competition can be developed for this procurement; however, the time necessary to prepare a data package would make this process costly and ineffective. Interested vendors may identify their interest and bona fide capability to fulfill the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
