- Amendment 3 of this commercial RFP is issued to: 1. Reference FAR 52.212-1 Instruction to Offerors & Addendum, Commercial Items Page 8 of 21, UNDER THE HEADING 2.0 FORMAT, there is a statement that indicates 'Electronic copies (softcopy) of supporting documents must be submitted in a format other than.PDF that is compatible with Microsoft Office 2007 and the.doc or.docx standard. The Contracting Officer must be provided unlocked documents or if password protected, each documents password.' This statement is clarified as follows: The intent was to ensure the government received unlocked word and excel documents for analysis during the evaluation process pertained to the pricing volume (no page limit) and technical volume (30 page limit). It was not the intent to include the appendixes in this limitation. Therefore, the appendixes may be submitted in pdf format. 2. Reference FAR 52.212-1 Instruction to Offerors & Addendum, Commercial Items Page 9 of 21, under the heading, TABLE OF CONTENTS, there is a statement that indicates the following 'All paqes shall contain the phrase: 'SOURCE SELECTION SENSITIVE -SEE FAR 3.104 FOR OFFICIAL USE ONLY' - this statement is hereby changed to 'All paqes should contain the phrase: 'SOURCE SELECTION SENSITIVE SEE FAR 3.104 FOR OFFICIAL USE ONLY-where applicable to ensure protection of source selection sensitive information.' Amendment 2 of this commercial RFP is issued to: 1) Remove in its entirety the requirement for the Passenger Photo Window - Medium Helicopter found at A10 - Item 8 Pricing - Pricing for Passenger Photo Window - Medium Helicopter (OPTIONAL); page 15 of 84 of the Government Requirement Document. All other pricing items remain unchanged. 2. In the spirit of FAR 52.212-1 (e) Multiple offers, the Government will accept a limit of two (2) separately priced alternate solutions (referred to in the clause as 'offers') from each offeror. FAR 52.212-1 (e) Multiple offers states, 'Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.' Therefore, a complete proposal package is required for each alternate solution (offer) submitted, and will be will be evaluated individually. The government will not accept more than two (2) alternate solutions (offers). An offer includes a single technical and priced solution. Therefore, multiple price alternatives included in each offer will not be accepted. The limitation of two (2) alternate solutions (offers) per offeror will allow the government to facilitate a timely award within the desired time frame, which takes into consideration current staffing availability, budget, and timing of award. Amendment 1 of this commercial RFP is issued to provide the Government response to vendor questions received within the specified time/date of August 14, noon EST. Additionally, this amendment is issued to provide updates to the RFP package.
