- Description
- The US Army Corps of Engineers, Walla Walla District is seeking sources for a construction project entitled, Dworshak Unit 3 Head Cover Repair. This will be a fixed price construction contract. Place of performance is Dworshak Dam, Ahsahka, Idaho. Construction magnitude is between $5,000,000 and $10,000,000. Performance and payment bonds in the amount of 100% of the contract price will be required. Responses to this announcement are due no later than 14 September 2012. The Statement of Work includes the following: Provide all plant, labor, equipment, materials and incidentals for the repair of a 250 MW Francis hydro-turbine (Unit 3) including modifications of the head cover and stay ring and repair of the servomotors, bearings, and seals at the Dworshak Dam Powerhouse, Ahsahka, Idaho. Statement of Work Details: Disassemble Unit 3 and modify the existing head cover and stay ring. This includes precision, large scale machining and welding of the existing head cover and stay ring profiles to re-establish concentricity and add new seal grooves. Install a new Government-furnished seal in the head cover. Perform inspections of at least the following: thrust bearings and runner, generator guide bearings, turbine guide bearings, head cover, packing box, turbine guide bearing support, wicket gates (NDT) and perform a high pressure lift check including timing. Based on inspection results, refurbish, repair or replace various mechanical components including new head cover bolts, unit servomotors, seals, and bearings. The wicket gate seals and turbine guide bearings will be Government-furnished property. Reinstall Unit 3. Post-construction commissioning of the unit The Government anticipates awarding the contract in April 2013. The onsite performance period is expected to begin on 02 September 2013. The contract will contain strict schedule requirements to complete the work by 31 March 2014. Contractor must have a past performance history of work similar to the work required. Contractor will be required to follow the procedures in the Army Corps of Engineers Safety Manual, at http://publications.usace.army.mil/publications/eng-manuals/EM_385-1-1_languages/EM_385-1-1_English_2003/toc.htm This sources-sought announcement is issued for the purpose of identifying small business concerns, including HUBZone small business concerns, woman-owned small business concerns, and Service Disabled Veteran Owned small business concerns, with the capability to accomplish the work. Documents from firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the Government's determination of whether to set aside this requirement for small business or open it to unrestricted competition. Include your firm's bonding capacity and a statement indicating your business type (small business, HUBZone small business, woman-owned small business, small disadvantaged business, service disabled veteran owned small business.)
