- The Department of Health and Human Services (DHHS), Agency for Healthcare Research and Quality (AHRQ) intends to negotiate on a sole source basis with the Annals of Internal Medicine, American College of Physicians, 190 North Independence Mall West, Philadelphia, PA 19106-1572 to review, edit, and manage all aspects of editorial production for a special supplement of a scholarly journal (Annals of Internal Medicine) consisting of series on papers Patient Safety Practices (PSP) and describe the evidence of the effectiveness of new safe practices and evidence of implementation of current safe practices. The vendor will review articles that focus on the methods for assessing the evidence of new PSPs and for implementation of PSPs, description of new safe practices, and descriptions of the implementation of safe practices throughout the health care system and adoption. Papers will be selected from practices that have been included in an AHRQ funded study Making Health Care Safer II: An Updated Critical Analysis of the Evidence for Patient Safety Practices. This special supplement will be of considerable interest in the health care community at large, both in the US and internationally. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 511120 and the business size standard is 500 employees. Only one award will be made as a result of this notice. This will be awarded as a firm fixed price type contract. The period of performance shall be for twelve (12) months from date of award. AHRQ has developed an evidence-based report on patient safety practices entitled Making Health Care Safer II: An Updated Critical Analysis of the Evidence for Patient Safety Practices. It is critical that the outcomes of this report be communicated to the health professions field through the professional peer reviewed literature in a nationally recognized publication as a primary communication channel. The Annals of Internal Medicine is the one identifiable journal that can provide the greatest utility to AHRQ to publish a series of articles on Patient Safety Practices. This is largely due to publication's acclaim as a nationally recognized publication regarded by content experts as a source of primary information. This publication has been quantitatively vetted as having strong dissemination capabilities and access to a large professional audience. As the premier publication for the American College of Physicians, the organization is credited with having unique access to a broad spectrum of patient safety and quality improvement content experts. This unique capability can ensure that the Patient Safety Practices supplement will undergo the same robust peer-review standards as other Journals with the involvement and scrutiny of patient safety research leaders. This is not a solicitation for competitive quotations. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification will be considered by the Government. Each response should include the following business information: a. DUNS. b. Company Name. c. A determination by the Government not to compete this requirement based upon responses to this Notice is solely within the discretion of the Government.
