Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE The US Naval Research Laboratory (NRL) intends to issue an IDIQ contract with firm-fixed-price and cost task orders to a single source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 30 September 2012 to Stacked Systems LLC. The period of performance is a base year and two one year options. NRL's Human Resources Office (HRO) develops and maintains unique automated systems, including the Contribution-based Compensation System Data System (CCSDS), Requirements Document Writer (RDWriter) and Human Resources Information Database (HRInfoBase). These systems must be kept accurate and up-to-date, as they are the authoritative source of pay and personnel actions for both NRL and the Defense Financial and Accounting Service (DFAS). (These NRL systems directly feed DFAS via the Defense Civilian Personnel Data System (DCPDS), which is the recognized DoD payroll agency.). The prospective contractor shall continue to provide information technology support services for the HRO's unique automated systems. These services include consultant services, systems administration, systems analysis, software and applications development and maintenance, database and web site design and maintenance. In particular, the contract requires the unique expertise in the modification and maintenance of the automated systems that must be tailored to the specifics of the Demo Project yet follow current OPM, Presidential and Congressional guidelines. The contractor is currently intimately involved in several very important major projects that are at a critical point of development. Because of the detailed technical support of the complex databases that exist within the agency, the contractor has developed a unique understanding, and capability to support these databases. Award to any other source would result in unacceptable costs to the government and cause unacceptable delays in fulfilling the agency's mission. The North American Industry Classification System (NAICS) code for this requirement is 541512. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
