Description
The Department of Veterans Affairs, Network Contracting Office 7, intends to negotiate a sole-source contract with Steris Corporation, 5960 Heisley Road, Mentor, OH 44060-1834, on or around September 15, 2012 to provide the Steris Caviwave Pro Sonic Cleaner for da Vinci surgical robot instruments and accessories. In February 2012, the purchase of Intuitive Surgical's da Vinci Surgical Robot was approved by budget and hospital management. Thus, a system to clean and lubricate the corresponding instruments is necessary. The Caviwave Pro Ultrasonic Cleaning Systems are validated and approved to automatically clean and lubricate the surgical robot's EndoWrist instruments and accessories. The Cleaning System can process up to 10 EndoWrist Instruments in a single automatic cycle. Additionally, the large chamber in the Pro systems can process everything one would normally process in an ultrasonic washer, including delicate instruments, cannulated surgical instruments, and instruments with cavities and small crevices. The Cleaning System includes a touch screen control, and automatic chemistry injection. The 132 kHz and 58 kHz transducers provide complimentary frequencies which result in optimal ultrasonic action and noise reduction. Other features include sonic port flushing that penetrates the hardest-to-clean internal surfaces of lumened devices, and reverse port flushing action that cleans the internal channels of lumened devices without connection ports. Per VHA Directive 2009-031, Improving Safety in the Use of Reusable Medical Equipment through Standardization of Organizational Structure and Reprocessing Requirements, it is VHA policy that each VHA facility have a systematic standardization and oversight plan for reprocessing reusable medical equipment (RME) according to current manufacturers' instructions. Per Da Vinci's manufacturer's instructions, there are three cleaning systems validated to reprocess the reusable da Vinci instrumentation, the Steris Caviwave Prosonic Cleaning System and two cleaning systems manufactured by Medisafe (see page 5 of the attached "da Vinci Surgery Procedure Preparation and 3rd Party Equipment Checklist"). Per VHA Directive 2009-004, Use and Reprocessing of RME in Veterans Health Administration Facilities, which requires that systematic and local standard processes be developed, the SPS service at RHJVAMC has standardized all its reprocessing equipment. All Sonics, EPS machines and washers at RHJVAMC are manufactured by Steris. Thus, to ensure compliance with the aforementioned directives and continued standardization of all reprocessing equipment, the Steris Caviwave Prosonic Cleaner is the only validated source of cleaning for the da Vinci instrumentation. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than September 6, 6 p.m. EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
