- Naval Criminal Investigative Services (NCIS) intends to award a Firm Fixed Price, Sole Source purchase order for NCIS to purchase the following: iSTAR Pulsar NCT-02BUK, from NCTECH, 20-22 Braid Road, Morningside, Edinburgh, EH10 6AD Scotland. The proposed acquisition is to purchase the iSTAR PULSAR and Shipping. The iSTAR represents technical advances in high resolution digital imaging, positioning new standards in ease of use, speed, image quality and image resolution allowing for multiple fields of application. It is a fully automatic, instant, 360 degree panoramic system delivering high resolution spherical images in seconds. The panoramic specialty camera will allow for the panoramic scene capture in 9 seconds. The scanned scene panorama can then be sent via email attachment to any recipient. Provides reach back capability on major scenes to SME's, Forensic Consultants, HQ or GEO PAC and LANT representatives. This is a major upgrade to crime scene capabilities within the agency. The iSTAR is a first of its kind, only being produced by NCTECH in Edinburgh. The first shipment of these items is scheduled for Sept 2012. This requirement will be Brand Name Therefore, NCTECH can provide all the requirement for which the Government intends to solicit only one source. This is not a solicitation for competitive quotes. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
