This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. •ii. The solicitation number is CFP-12-R-00011 and issued as a request for proposals (RFP). •iii. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, effective July 26, 2012. •iv. This requirement is being conducted using full and open competition; this is not a set-aside. The associated NAICS code is 611710 (Educational support Services) and small business size standard is $7.0 Million. •v. The CFPB seeks a vendor to develop an Examiner Commissioning Test as specified in the Statement of Requirements (Section Two, Subsection 2.0) in the attached RFP. •vii. Services will be provided at the contractor's facilities, with limited meetings at the CFPB Headquarters location. Schedule of services is identified within the solicitation or RFQ. •viii. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. •ix. The Government will evaluate offers on a Best Value basis. A trade-off process will be used and non-price factors, when combined, are considered more important than price. •x. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. A copy is provided in the RFP. •xi. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Addenda to this clause are provided in the RFP. •xii. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. •xiii. Questions may be submitted via email using the Question Format on Attachment 2. Questions must be submitted by 12 noon EDT on September 4, 2012 to Vanessa.deltoro@cfpb.gov and Laurent.Pichet@cfpb.gov. •xiv. Proposal Format: Your proposal shall be submitted in accordance with FAR 52.212-1, Instructions to Quoters and your technical narrative cannot exceed a total of 15 pages, with 1 inch margins and size 12 font or larger. Key Personnel resumes, the SF 1449, and the Pricing Template do not count toward this limit. •xv. Proposals are due at 4:00 p.m. Eastern time on September 12, 2012. •xvi.
