Description
The US Army Contracting Command of Aberdeen Proving Ground (ACC-APG) MD intends to solicit and award a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the development and production of up to twenty-eight Guardian Eagle (GE) (X-Midas V3) systems, with associated support equipment, spare parts, training, and technical and logistics support. The Government intends to award this procurement on a sole source basis IAW 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to ZETA Associates, Inc., 10302 Eaton Place, Suite 500, Fairfax, VA 22030. ZETA is the designer, developer and sole producer of the GE X-Midas V (3) system. Any source other than ZETA would experience an appreciable learning curve and need to master several versions of ZETA designed software, overcome complex operational system integration challenges, and then manufacture initial first article units and successfully test them before it could meet the Government's requirements. It is difficult to estimate how much a second source provider may need to spend in time and money to be competitive, but it is reasonable to expect that a new alternate source for the X-Midas V3 Systems would require steep investments in software engineering design and first article related production and testing efforts nearing 20 full time staff years that could conservatively cost $4-5 million dollars and delivery delays of 16-24 months. There would also be additional operational costs to the program office to conduct an elongated acquisition process with a formal source selection phase and all the additional programmatic oversight during the pre-production first article phase which could easily reach 5-10 additional man years or over $1 million dollars in additional operational expenses for PM Airborne Reconnaissance & Exploitation Systems (ARES). It is not anticipated that these additional costs conservatively estimated at $5-6 million dollars are likely to be re-captured as a result of competition on an acquisition of this size. Failure to obtain the required items, and technical and logistics support will result in a lack of critically required Aerial Intelligence, Surveillance, Reconnaissance COMINT capabilities that are needed to support OCOs. Without these capabilities, there will be an increased risk of serious injury or loss of life to the Warfighter. The Government plans to place Delivery Orders (DOs) or Task Orders (TOs) as need arises over an ordering period of five (5) years. The planned acquisition for the development and production of the GE X-Midas V3 systems has an estimated ceiling of $28.5 million for up to 28 X-Midas systems. DOs for the acquisition of the GE X-Midas V3 Systems, with associated support equipment, and spare parts are planned to be acquired on a Firm-Fixed Price (FFP) basis. TOs will be issued for training, technical support, and logistics support services on either FFP, or Cost Plus Fixed Fee (CPFF) basis. Product Improvements, to sustain the GE X-Midas V3 systems will be accomplished through the contract Change Order Process and associated pricing will be on most favorable option (FFP/CPFF) to meet Government's best interest. This synopsis is provided for informational purposes only and is not to be considered a request for proposal. Solicitation Number W15P7T-12-R-C003 has been assigned for this requirement, and is forecasted to be posted on or about 1 October 2012. Proposal submission is required no later than thirty (30) days from issuance of solicitation. Projected contract award date is 31 December 2012.
