- Sole Source Intent: The United States Army Mission and Installation Contracting Command - Yuma Proving Ground (MICC-YPG), U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a Firm-Fixed-Price (FFP) contract on a sole source basis with Cranfield University College Rd, Bedford, Bedfordshire, United Kingdom. This is a commercial item acquisition that will be awarded in accordance with Federal Acquisition Regulations (FAR) Part 12 and FAR Part 13. The North American Industry Classification System (NAICS) code is 661710 with a size standard of $7.0 Million. USAYPG has a requirement to provide a Fighting Vehicle Design and Air Weapon Systems Course to cover a variety of topics enhancing USAYPG Test Officers knowledge of ammunition, weapons, and vehicles systems technology. Cranfield University will provide instruction during a four day course on-site at USAYPG. Topics covered will include: Armored Fighting Vehicle (AFV) Design Characteristics, Surveillance Systems, Signature Reduction Techniques, EMP, EMC and Software Issues, Gun Installation, AFV Transmission and Steering, Vehicle System Integration, Armor Materials, Propulsion, Introduction to Rotocraft, Structures, Materials, and Manufacturer, Radar Principles, Rotor Downwash, Laser Principles, Helicopter Performance, Visual/IR reduction, Warheads and Lethality, AFV Engines, Suspension and Ride, Mobility and Terramechanics, AFV Power Requirements, Attack of Armor, Terminal Ballistics, Power Delivery and Performance, Guided Weapons, Aerodynamics, Rotor Dynamics, Electric-Optic Sensors, Radar Countermeasures, Guidance and Control, Laser Weapons and Safety, Helicopter Noise and Variation, and Systems Integration. Analysis determined that no other vendor's abilities could support the USAYPG operational requirements. Cranfield University instructors are considered experts in the areas of ground and air combat weapon and ammunition systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 6 September 2012 8:00 AM Mountain Standard Time (MST).
