Description
Market Research/Request for Information: The F-16 FMS Contracting Office, Hill AFB, UT is requesting information from interested sources about a potential requirement to engineer a maintenance free battery system for the Turkish Air Force (TurAF) F-16 Block 30 aircraft. This request is to obtain information to determine if responsible sources exist which would allow this requirement to be competed or set-aside for small business. The proposed North American Industry Classification Systems (NAICS) code is 541330, which has a size standard of $35.5M. The Government intends to use the information submitted in determining the appropriate acquisition strategy for this requirement. The Government is interested in receiving responses from all interested sources including 8(a), service-disabled veteran-owned, hubzone, and women-owned small business concerns. THIS IS NOT A SOLICITATION. The TurAF aircraft are currently using a Nickel Cadmium (Ni-Cad) battery on some of their F-16 aircraft. This battery requires maintenance every 60 days and has one of the lowest mean time between failure (MTBF) rates on the F-16 aircraft. This proposed acquisition is for a modification to incorporate a Maintenance Free Battery (MFB) system on the TurAF Block 30 aircraft fleet. The Government has limited rights to the data associated with the MFB modification and is unable to provide this data to interested offerors. The contractor will be required to design/generate Organic/Engineering Change Notices (OCNs/ECNs); develop/modify wiring schematics, engineering drawings; check, release and incorporate the OCNs/ECNs, drawings and wire diagrams for the MFB modification; and update Country Standard Technical Orders (CSTOs). Interested sources should respond to this RFI and describe your technical approach for accomplishing this requirement. Your response should include a description of your past five (5) years experience with the F-16 and identify any major cost, schedule, and risk drivers associated with your technical approach. Any cost information provided in response to this RFI will not be binding. Your response should also identify your small business status for the above identified NAICS code. Also, please identify if you anticipate using teaming arrangements along with a breakout of the work to be accomplished by the prime and each team member. The government does not intend to award a contract on the basis of this request or to otherwise pay for the information requested except as an allowable indirect cost under other contracts as provided in FAR 31.205-18, Bid and Proposal Costs. It is anticipated all information received in response to this RFI will be unclassified. All data received in response to this RFI marked or designated as company private or proprietary information will be fully protected from release outside the Government. Respondents will not be notified of the results of the Government's review of their responses. Interested parties must respond in writing.
