Nature and/or description of the action being approved. a. Acquisition purpose and objectives. The Division of Nuclear Materials Safety (DNMS) requires continued use of MicroShield® software (in use since 1996) after migration to Windows 7 to support the materials program. b. Project background. Previous Version 5 bought in 1996 by NSIR. Project description: MicroShield® is the preferred software for used for a comprehensive photon/gamma ray shielding and dose assessment program that is widely used for designing shields, estimating source strength from radiation measurements, minimizing exposure to people, and teaching shielding principles. This acquisition is conducted under the authority of 41 United States Code (U.S.C.) 13.106-1(b)(1)(i) as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). One source reasonably available. 5. Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited. Grove Software Inc. is the manufacturer of Microshield® software and offers the software only thru their company. There are no resellers of this software. a. Nature of the acquisition and proposed unique qualifications of the contractor(s). Microshield® is the preferred software for used for a comprehensive photon/gamma ray shielding and dose assessment program that is widely used for designing shields, estimating source strength from radiation measurements, minimizing exposure to people, and teaching shielding principles. MicroShield® is useful to regional health physicists, and radiological engineers for validation of expected results. To the best of our knowledge, this is the best and most accurate software program for the application. The software program is used by licensees to comply with NRC requirements. The software would be used to verify the licensee's input parameters and output data to ensure compliance with NRC requirements. 6. A FedBizOpps notice will be publicized. 7. The Contracting Officer has determined the price to be fair and reasonable after discussions with the COR and IRB Branch Chief on market value for other similar site licenses and the unique capabilities of this particular software. 8. Market Research was performed by searching the Health Physics Society web page for other applications and a web search of Health Physics related sites for other software packages with similar capabilities. The research yielded that the software is the only package with the capabilities necessary to assist in specific shielding calculations to ensure compliance with NRC requirements. 9. MicroShield® is the only source to have expressed an interest in writing in the proposed acquisition.
