- This NOTICE OF INTENT TO AWARD A NON-COMPETITVE PURCHASE ORDER in accordance with Federal Acquisition Regulation (FAR) Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The authority for this award is FAR 13.106(b)(1) - For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Office of Personnel Management's (OPM) Office of Diversity and Inclusion (ODI) is responsible for the government-wide diversity effort to develop, drive and monitor strategies and initiatives designed to create a more diverse and inclusive Federal workforce. In support of this mission, OPM intends to issue a Purchase Order to Laura Liswood (DUNS #965553923), located at 3509 Connecticut Avenue, NW #410, Washington DC, 20008 to provide thirty-one (31) standardized diversity training workshops outside of the Washington DC area. The training shall include but is not limited to the following: Recognizing actions that leaders can take to create a more inclusive productive workforce; Understanding how diversity can have a big impact on problem solving and building an inclusive environment to obtain extraordinary results; Providing a learning experience that builds a foundation of understanding of the importance of diversity and inclusion; Building awareness of cultural biases and assumptions and how those assumptions impact their interactions with others; Providing tools for communicating and working more effectively in a diverse work culture; Examining issues of diversity and inclusion and how it affects everyone in the workplace; Enabling awareness of and skillful at managing diversity and inclusion; Increasing capacity to recognize and discuss dynamics of diversity and inclusion The additional diversity training that will be provided by Laura Liswood is a logical follow-on to Purchase Order OPM10-11-P-0008, awarded on September 23, 2011, after conducting a competitive procurement action in accordance with FAR Part 13 (Solicitation # OPM10-11-T-0009). The continuation of the diversity workshops provided by Laura Liswood will ensure that the Diversity Training provided to Federal Government Leaders across the country will be standardized with the diversity training provided to Federal Government Senior Executive Service members under Purchase Order OPM10-11-P-0008. This training will also allow OPM to continue to examine and build on topics previously covered. The North American Industry Classification System (NAICS) Code for this requirement is 611430. THE PURPOSE OF THIS NOITICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Vito Bertucci at Vito.Bertucci@opm.gov within five (5) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Laura Liswood.
