- Solicitation Number: FA8307-12-R-1016 Notice Type: Special Notice Synopsis: SOURCES SOUGHT FOR PRODUCTION OF RADIO ENCRYPTER MODIFICATION ON THE AN/ARC-234, Airborne Integrated Terminal (AIT). 1. This Sources Sought Request is in accordance with the Federal Acquisition Regulation (FAR) 10, "Market Research", and is published to obtain information for use by the United States Air Force Life Cycle Management Center (AFLCMC), Cryptologic Systems Division (CPSD), San Antonio, Texas, for market research and planning purposes only. Based on response, the Government will make a determination of qualified sources and will make its decision as to whether this requirement can be done in a competitive manner. 2. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation; it is only intended for information or planning purposes. There is no bid package or solicitation document associated with this announcement. Response to this request is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of preparing submissions in response to this request, or for the use of such submissions/information by the Government. 3. Submittals in response to this request will not be returned to the sender. All such submittals will be safeguarded by the Government and will not be disclosed to anyone outside the Government. Respondents may be requested to provide additional information/details based on their initial submittals. 4. The Airborne Integrated Terminal Group (AITG) is a single Radio Set (AN/ARC 234) consisting of five line replaceable units (LRUs). The five LRUs are the Radio Receiver Transmitter, Remote Control Unit (RCU), Fill Panel, Low Noise Amplifier/Diplexer (LNAD), and Mounting Tray. The AITG Embedded Cryptographic Modernization (ECM) Program will replace the current AIT radio's Baseband Input/Output (BBIO) subassembly with a new subassembly incorporating a Programmable Cryptographic Module (PCM) capable of accepting encryption algorithms via a software download and will update the AITG's serial, built-in human-machine interface as well as update the AIT's interface for independent, platform-generated MIL-STD-1553B bus controllers for the new CM functions. 5. CPSD is planning the production of the upgraded BBIO crypto module and modification of a radio encryptor device to extend the life of the AN/ARC-234 (AIT) We anticipate awarding a sole-source contract to the Original Equipment Manufacturer (OEM) (Raytheon).. Technical orders, test equipment, and depot level drawings were not procured with the original systems. There are no software data rights. The cryptographic module must be National Security Agency (NSA) Type 1 certified. There are no manufacturing drawings available. We are requesting information from industry on their capabilities to produce the modified encryptor device and install it in the AN/ARC-234 (AIT). Capabilities are required related to: • Production of the fully developed Cryptographic Module • Repair of any non-servicable radios submitted for modernization • Installation of the Cryptographic Modules in the radios • Full systems tests to validate serviceability • Development of test and validation equipment • Development of the Commercial Maintenance Manual and the Air Force Maintenance Manual • Telephonic and field technical and engineering support in response to field requests, deficiency reports, and other requirements • Conduct training for users and maintainers including "train-the trainer" courses • Secure facilities to perform production, installation, testing and repairs 6.
