Description
Please note that this is NOT a request for quotes or proposals. The Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents. The Department of Veterans Affairs, VA Black Hills Healthcare System, is conducting a market survey for qualified firms capable of providing the required Johnson Control IFC 2020 Intelligent Fire Controller System maintenance as stated below. Applicable NAICS code is 561621, Security Systems Services, size standard $12.5 million. STATEMENT OF WORK 1.Equipment included under this contract is the hospital's Johnson Control's IFC 2020 Intelligent Fire Controller system. This includes the monitor and printer at the VA Fire Station systems. This contract does not include any NFPA system testing. Contractor will hold the necessary certifications and access to the IFC 2020 system's parts and computer. 2.Contractor shall provide preventative maintenance service during the months of November, February, May and August on each applicable year. Dates are to be scheduled and arranged with the Hot springs VA Fire Chief, or designee, and the contractor, at times mutually agreed upon. 3.Contractor shall provide emergency service upon the request of the VA. Contractor shall provide all labor, materials, repair parts and equipment (not to include operating supplies) necessary to correct any equipment malfunctions and return equipment to operational condition. Contractor shall guarantee that, at the conclusion of any emergency service call, the equipment shall meet manufacturer's factory tolerance. 4.Contractor shall perform emergency service coverage twenty-four (24) hours per day, seven (7) days a week, including holidays. Contractor shall respond to emergency call via telephone within four (4) hours of notification by VA personnel and be on site, if needed, within twenty-four (24) hours of notification. Equipment shall be functional within twenty-four (24) hours after inspection. 5.Contractor shall submit with bid package, the proper procedure required. 6.Preventative maintenance inspections will be made during the contract period as dates listed above. During the PM visit, the contractor shall perform preventative maintenance to correct any equipment malfunctions and assure that the equipment meets manufacturer's factory tolerance. Any calibration procedures necessary to assure accurate and reliable equipment operation will be performed at this time. During the PM visits, the contract will replace such parts as may be necessary for the satisfactory functioning of the equipment after checking with engineering service for confirmation to proceed. The PM shall be performed by a factory trained representative. Said representatives are at all times accountable and under the supervision of the contractor. Immediately following the preventive or emergent service visit, the service representative will submit one written copy of the service report detailing the work performed to the Fire Chief. The reports must be signed by a VA Fire Department Fire Chief or Fire Captain, and must list parts replaced. 7.Contractor shall not be obligated to provide services under this agreement for damage to, or destruction of, instruments covered where such damage or destruction is a result of, or caused by, fire or explosion of any origin, riot, civil commotion, aircraft, war, or any act of God, including, but not limited to, lightening, windstorm, hail, flood, earthquake, or caused by the VAMC misuse or abuse of such instrument; decontamination due to spillage; misinterpretation of data; accessories not listed or not included in this agreement. 8.Service and part manuals for repair and maintenance shall be supplied by contractor. Manuals owned by the VA are proprietary information are not available to the contractor. 9.The Contractor shall provide parts up to $200 per occurrence and the VA will pay any cost in excess of $200. 10.Contractor shall receive payments via EFT from our Austin office.
