- The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager of Combat Ammunition Systems, intends to issue a Request for Proposal (RFP) for the production of Meltable Fuze Plugs for 155mm High Explosive (HE) Projectiles on or about 14 September 2012. The Meltable Fuze Plug is composed of parts fabricated from Ionomer and steel. The plastic portion of the injection molded plug, made of Formion FI388-3120, is designed to melt when exposed to excessive temperatures to provide venting for 155mm projectiles. A machined and anti-corrosion-treated mild-steel washer is attached under the flange of the plug with screws. This is necessary to support the palletized stacking of the projectiles. A Technical Data Package (TDP) is available for this acquisition. The TDP has been labeled Distribution Statement F: Further dissemination only as directed by SFAE-AMO-CAS, Picatinny Arsenal, NJ, 07806-5000, or higher DoD authority. Reproduction requires approval of originator, SFAE-AMO-CAS, Picatinny Arsenal, NJ, 07806-5000 or higher DoD authority. As such, interested companies will be required to return the TDP when requested by the Government. Interested companies may request the Meltable Fuze Plug TDP by completing and submitting form AMSTA-AR-1350, DD2345, and the Non-Disclosure Agreement to the POC listed below. These documents will be made available with the issuance of the Solicitation. The United States Government (USG) intends to satisfy the requirement by soliciting for offerors in accordance with Federal Acquisition Regulation (FAR) 6.203, Set-Asides for Small Business Concerns. The USG intends to award a single Firm Fixed Price contract with a Base and three (3) Option Years using a Lowest Priced Technically Acceptable (LPTA) Source Selection Process approach in accordance with FAR 15.101-2. Offeror(s) will be rated acceptable or unacceptable based on evaluation criteria outlined in the solicitation. The maximum quantity that shall be purchased under the intended contract shall be 625,000 Meltable Fuze Plugs with delivery beginning in June 2013. Offerors must be able to produce and deliver a minimum of 10,000 Meltable Fuze Plugs per month. This notice does not constitute a formal Request for Proposal (RFP), nor is the Government obligated to issue an RFP.
