Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division, intends to negotiate on a sole source basis with MoviMED/MoviTHERM using the procedures in FAR Parts 6 and 13, to procure IT Services for software modification of proprietary custom computer and software, "Snowflake," developed for NOAA by MoviMED. MoviMED has developed computer programs for autonomous thermal data and image collection for multiple species of animals. In particular, MoviMED developed the existing micro-computer and proprietary software for thermal detection of ice-associated seal data collected through vertical aerial photography for NOAA. As the sole developer, MoviMED is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541513 with a business size standard of $25. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to hilmar.sourwine@noaa.gov by September 13, 2012. Award will be made using FAR 13. The determination to compete or not complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please indicate NFFS7300-12-04856 on your quote. SCOPE OF WORK: The Polar Ecosystems Program at the National Marine Mammal Laboratory (NMML) is responsible for estimating the abundance and distribution of ice-associated seals and coastal harbor seals of Alaska. We have conducted helicopter surveys of the Bering Sea pack ice for ice seals opportunistically and recently tested the feasibility of using unmanned aerial systems (UAS) to expand our survey coverage of the Bering Sea. UAS surveys will likely be realistic in the long term to cover this remote area. Currently, joint US-Russian surveys of the Bering Sea pack ice are underway using long range, fixed wing aircraft. Both manned and unmanned surveys result in the collection of numerous images which, historically, have been evaluated manually. The use of a thermal imager allows the photographed animals below the aircraft to be identified and counted real time, reducing post-processing time and increasing accuracy. The proprietary custom computer and software developed for NOAA by moviMED, "Snowflake," along with the FLIR A325, were tested during glacial harbor seal surveys in 2010. The system performed well and modifications were identified. Required software modifications include: 1. Ability to view pixel values at temperature in degrees Fahrenheit and Celsius 2. Ability to filter hot spots in noising images (images with high levels of thermal interference) 3. Ability to post-process thermal video (.seq files) and export frames with hotspots 4. Ability to maintain a log file for each image captured 5. Ability to maintain a single log file for all images in a batch or video 6. Ensure ability to communicate with FLIR SC 300 and 600 cameras 7. Allow for continuous video recording while collecting frames based on hotspots 8. Allow option for, rather than defaulting to, auto-startup 9. Stand-alone version to be used on a PC computer with Windows OS during 2013 flight testing 10. Ensure compatibility with serial interface GPS device chosen by NMML (e.g., Gamin CSx) PERIOD OF PERFORMANCE: Software modifications should be completed and delivered by December 15, 2012. Technical support will be provided by the vendor and included in the purchase price. This technical support should include at least 40 hours for software training and support, refinement, maintenance, troubleshooting and repair (needed through April 2013).
