Description
As part of an overall market research effort and as follow-up to a Request for Information (RFI02-24-12), the Small Vessel Standoff Detection (SVSD) Program, Boat-to-Boat Scanning Project conducted a user site visit to review the configuration of United States Customs and Border Protection (CBP) Office of Border Patrol (OBP), CBP Office of Air and Marine (OAM), and United States Coast Guard (USCG) law enforcement vessels designated to employ the SVSD Boat-to-Boat radiation/nuclear (rad/nuc) material scanning system. This visit allowed program personnel, DHS users, and various interested members of the commercial community to get a “hands-on” view of the specific configuration of each vessel type expected to participate in the SVSD Program, Boat-to-Boat Project. This event served three purposes: 1) it allowed program personnel to gain insight in order to refine operational and functional requirements, 2) it allowed the users to inform program personnel on specific operational and functional requirements and boat operations, and 3) it allowed prospective vendors to identify potential locations an SVSD system might be positioned on the vessels and see firsthand what some of the limiting factors might be in the form-fit of the system and any associated equipment. The vendors were invited to participate through a fedbizopps.com (FBO) announcement (SVSD_05092012 USCG Site Visit) and to provide a mock-up of their proposed system, if they chose to do so, to help determine employment options for their devices on the boats. The purpose of this announcement is to continue information exchanges with vendors interested in the Department of Homeland Security, Domestic Nuclear Detection Office (DNDO) Small Vessel Standoff Detection (SVSD) program. On February 24, 2012, DNDO released a Request For Information (RFI02-24-12) seeking the status of commercial sources of standoff radiation detection solutions for deployment in a marine environment aboard small maritime law enforcement vessels. The information provided by the commercial community has been reviewed and is being used to inform the operational requirements and program acquisition strategy. As a follow-up to the RFI, DNDO representatives conducted a site visit to evaluate the configurations of each Law Enforcement boat type that is expected to deploy the SVSD system. Interested vendors with potential SVSD solutions were invited to attend this site visit via Solicitation Number DNDO_SVSD_05092012, and were allowed to provide a mock-up of their system to better understand the SVSD suitability requirements. The visit was held in St. Augustine, Florida on May 30, 2012. The attached minutes are provided as follow-up to the meeting and specifically to make information available to interested vendors who were unable to make the trip with a discussion of events and photographs of appropriate vessels.
