Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole-source basis with The Crowley Company, under the authority of FAR 6.302, for the purchase of a high performance table-top scanner. The Crowley Company is the only know source that provides Zeutschel's products in the United States. The high performance table-top scanner is required to include the following capabilities to provide scans of fragile collection materials for onsite and remote patrons including InterLibary Loan: 1)Ability to handle a variety of large format fragile collection materials - books, newspapers, posters, foldouts, maps 2)Ability to produce bitonal and color scans up to a maximum of 600 dpi 3)Provide scan speeds of less than 5 secs for color at 600 dpi, less than 3 for bitonal 4)Ability to save in multiple formats - tiff, jpg, jpg 2000, pdf, multipage tiff and pdf, 5)Ability to handle materials up to 18"X24". 6)Must provide a cradle that manually adjusts up to 4 inches 7)Ability to handle maximum book widths of 160mm 8)Provide book holders for additional book openings up to 140⁰-90⁰ 9)Must be a table-top scanner 10)Must be low light emission and provide no UV radiation 11)Provide an ergonomic monitor attached to scanner 12)Ability to connect a pc to scanner for networking output of email, print, save 13)Ability to perform OCR on scans 14)Provide additional software to make corrections to scans - e.g. cropping, deskewing, rotations, masking, image enhancement 15) Must be Windows7 capable 16) Must be Relais capable 17) Provide local area onsite maintenance to hardware and software This service will be procured under FAR Part 13 (Simplified Acquisitions). This notice of intent is not a request for competitive proposals. However, the government will consider all responses received no later than the closing date of this announcement. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION WHICH, IF TIMELY RECEIVED, SHALL BE CONSIDERED BY THE AGENCY.
