Description
The Naval Surface Warfare Center Panama City intends to solicit Carleton Life Support Systems Incorporated “ doing business as Cobham Mission System, 2734 Hickory Grove Road, Davenport, IA 52804 on a sole source basis for the acquisition of engineering services to convert thirty (30) MK 16 Mod 0 Oxygen Control Cards from the Mod 0 configuration to the Mod 1 configuration. This procurement is sole source for the following reasons: The MK 16 UBA is a life-support system certified to rigid standards by the US Navy System Certification Authority, NAVSEA 00C4. Carleton Life Support Systems (COBHAM) is the sole manufacturer of the MK 16 UBA, and is the only authorized Depot Overhaul Point for the MK 16 Mod 0 components and MK 16 Mod 1 components. Procuring these services from another contractor runs the risk of incompatible components and mission failure. Any variance in the equipment used in a certified system would jeopardize the certification of the system and ultimately the mission. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. If a company has a system that they would like to be tested and certified, please contact Tim Reed at tim.e.reed1@navy.mil. The basis of award is a fair and reasonable price to the Government. Award of action will be on or about 21 September 2012. These units will be delivered to the Naval Support Activity “ Panama City, Receiving Officer, 101 Vernon Avenue, Panama City Beach, FL 32407.
