Description
The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager for Combined Arms Tactical Trainer, Ground Combat Tactical Trainers (PM CATT-GCTT) has a requirement to procure electrical kits in support of the Mine Resistant Ambush Protected (MRAP) Egress Trainer (MET). The requirement is to procure 2 MET Cougar Cab electrical kits, 2 220V MET Base Electrical kits and 1 set of electrical spares for production and field logistics support for the Marines, and 1 MET Caiman Cab electrical kit, and 1 110V MET Caiman Base Electrical kit for production and field logistics support for the 8th Army in Korea, with a delivery date of 30 November 2012. As the current provider for the electrical kits, under Contract W900KK-11-C-0013, A. Harold and Associates can meet the current requirements within the required schedule. A. Harold and Associates possesses the expertise required to provide the electrical components and currently have the required vendor agreements in place for an expedious delivery. The 30 November 2012 delivery date is necessary to provide the currently deployed soldiers the critical training required to safely and effectively egress a vehicle if it should roll over from an IED explosion. Before a soldier can operate an MRAP, he or she is required to have been properly trained on the MET. The MET trainers will not be ready for training without the needed, critical components, further disrupting training and endangering the lives of the allied soldiers deploying to theater. Acquisition Approach: The Government intends to award a Firm-Fixed Price contract to A. Harold and Associates, 11200 St. Johns Industrial Parkway N, Suite One, Jacksonville, FL 32246. The contract will be issued on a Sole Source basis IAW FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" due to the compressed delivery date of 30 November 2012. NOTICE: This notice is provided to verify that no other sources can meet this requirement given the leadtime required to meet current Customers schedules since future contractors would require access to the Bill of Materials and drawings to become familiar with the electrical kit components and to compete subcontracts with qualified manufacturers of non COTS items.
