Description
The National Park Service, Alaska Regional Office, intends to award a sole source, firm-fixed-price task order to Formations, Inc. to repair interpretive exhibits the company created and delivered in 2009 and 2010. Repairs are necessary to restore exhibits to their original states after public interaction has damaged them. This is not a request for competitive proposals, bids, or quotes. The Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bona fide capability to fulfill the requirement. A solicitation is not available. DESCRIPTION OF THE REQUIREMENT Western Arctic National Parklands needs 16 exhibits repaired at its Northwest Arctic Heritage Center (NAHC), located in Kotzebue, Alaska. In addition to the exhibit repairs, NAHC also needs an assessment of potential future repairs and preventative conservation efforts for its exhibits. SUPPORTING INFORMATION Formations, Inc. is the preferred IDIQ contract holder to perform the necessary repairs. This task order would be issued on a sole-source basis in the interest of economy and efficiency, as a logical follow-on to an order that was previously issued under the contract. Formations, Inc. completed the original fabrication and installation of all the NAHC exhibits in Fall 2009. The also completed a site visit in Summer 2010 to adjust displays after initial use by the public. Formations, Inc. has a unique understanding of the exhibits, the conditions that caused the damage, and the procedures to repair exhibits in a remote village with minimal supplies available from the park and local merchants. They have completed repairs during a previous site visit when rough handling by visitors and extreme environmental conditions in the building caused substantial damage to the exhibits shortly after they were installed. Formations staff are familiar with the working conditions in a remote village where unexpected power outages, lack of available supplies from merchants, and delays in cargo arrival commonly impede work. Formations has a competitive advantage because they understand the building environment conditions - radically low humidity and fluctuating temperatures - that cause much of the exhibit damage. They can and have repaired exhibits already with this understanding in mind to help stave off future problems. Formations can match and mirror the previous work completed for seamless repairs that will blend in with the exhibit style and go unnoticed by the public. This will save a significant amount of park staff time and salary because staff won't have to explain (from scratch) the original processes of exhibit construction and repairs. EFFORTS TO LOCATE OTHER SOURCES As this is a logical follow-on to a previously awarded task order, no additional sources were considered. Given the unique working knowledge and fabrication of the exhibits that Formations, Inc. possesses, it is not economical to seek another source.
