- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a firm fixed price, sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is HSCG23-12-I-2DA070. The United States Coast Guard (USCG) intends to award a contract to Concurrent Technologies, Inc., 6 Tower Office Park, Woburn, MA 01801-2113 for: Nomenclature Part Number Quantity Intel VME VP317 VP317/020-42EU 25 Intel VME VP417 VP417/031-43E 25 This quantity of VME cards is required to support the production of Mission System Pallets (MSP) 13-20. Future MSPs, if required, will include requirements for refreshing the technology to update obsolescence such as these VME cards. The MSPs have a mission processor called the Video and Mission Processor (VAMP). The VAMP contains slots for the Intel VME VP317 and VP417 processor cards. This software/hardware combination of the MSP helps the operator interact with the Common Operating Picture (COP) and flight management station and performs mission functionality. Because different cards would require software modification, testing for approval of the Authority to Operate (ATO), and the need to maintain two software configurations, the only cards that will satisfy the Government's need is the Concurrent Technologies, Inc. Intel VME VP317 and VP417. These parts are no longer in production by the OEM, end-of-life notifications were issued in 2009. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent to award is not a request for competitive proposals. Offerors that believe they can provide the required items must provide the Contracting Officer a written statement that they can provide the items within 90 days of award. Reference Solicitation HSCG23-12-I-2DA070. This announcement constitutes the only notice of intent to award a firm fixed price, sole source contract and a written solicitation will not be issued. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
