- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is F2A3E32220A002; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. This acquisition is unrestricted set aside under the North American Industry Classification System (NAICS) code of 332321. The business size standard is $14 million. This request for quotation consists of the following: CLIN 0001: Provide and install 1ea dark bronze aluminum Kawneer doors or equal. Door assembly to have the following features: Door and frame to have welded corners. -Dark Bronze anodized finish on frame and door. -1" O.A. Clear tempered insulated glass -1 1/2pair of butt hinges -LCN 1041 door closer. -Von Duprin #33A Rim panic exit device. -Standard pull handle. -equiped to accept Best cylinder. -Bottom rail weatherstripping. -door to be medium stile with 10" bottom rail. Removal and disposal of existing door at no cost to the government. Door to be replaced is located on the first floor, North entrance, in Bldg 217, Grand Forks AFB. ND. 58205-5000. Period of Work shall be no longer than 45 days from award date, 7 days on site for installation. On site working hours shall be between 0700-1800, buidling is occupied. Site visit is required. Doors to be replaced are located on the East, 1st floor, Main entrance of Building 217, Grand Forks AFB ND. 58205-5000. Period of performance shall be no longer than 45 days with 7 days on site for installtion. site visit is requiered. AFFARS 5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996) - (a) A pre-bid/pre-proposal conference will be conducted at [363 7th Ave, Bldg 217 Grand Forks AFB, ND 58205] on [11 Sep 2012] at [01:00 p.m] for the purpose of answering questions regarding this solicitation. (b) Submit the names of all attendees (not to exceed [3]) to A1C Joseph Bac, 575 Tuskegee Blvd, Bldg 418 Grand Forks AFB, ND 58205, 701-747-5347 no later than 10 Sep 12 at 12:00pm CST. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. (c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than [4:00 pm local time 11 Sep 12]. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. (d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. In accordance with FAR 52.204-99, System for Award Management Registration, prospective contractors are not required to be registered in SAM (formerly CCR) prior to award; however, they must be registered in SAM prior to submitting invoices. Processing time for registration in SAM, which normally takes five business days, should be taken into consideration when registering. Contractors who are not already registered should consider applying for registration at least two weeks prior to invoicing. Register via the Internet at https://www.sam.gov/. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Quotations should be submitted and shall contain the following information: Offerors must show: (1) RFQ Number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) Unit price and discount terms; (5) Remit to address, if different than the mailing address; (6) Acknowledgement of solicitation amendments, if any, for acceptance of offers. Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. PERIOD OF ACCEPTANCE OF OFFERS: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. EVALUATION/AWARD: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Only one award will be made based on which offer is fully in compliance with the requirement and provides the best value to the government in terms of price. Discussions may not be held with offerors; therefore, each offerors initial quote should be complete and accurate. 5352.201-9101 Ombudsman (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsmen, Mr. Gregory S. (d) The ombudsman has no authority to render a decision that binds the agency.
