- PERFORMANCE WORK STATEMENT - ENVIRONMENTAL RESPONSE CONTRACT FOR ENVIRONMENTAL ASSESSMENT, REMEDIATION & EMERGENCY RESPONSE SOURCES SOUGHT - MARKET RESEARCH SP0600-12-R-0527 San Pedro, Ozol & Norwalk, CA This is a Sources Sought Notice only. This sources sought notice is seeking interest from small businesses capable and interested in performing the environmental assessment, remediation, and emergency response services at three Defense Fuel Supply Point (DFSP) locations: San Pedro (San Pedro, CA), Ozol (Martinez, CA) & Norwalk (Norwalk, CA). This sources sought is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10, and shall not be construed as a solicitation or obligation on part of the Defense Logistics Agency Energy (DLA Energy). DLA Energy is not seeking proposals at this time and will not accept unsolicited proposals. For your information, a draft Performance Work Statement (PWS) is attached. Please keep in mind that this gives a general description of the scope of work that could be required and does not define the final requirement. These requirements are being considered to be a set-aside under a small business set-aside program. The North American Industry Classification System (NAICS) code is 541620 and the small business size standard is $14.0 million. A Firm Fixed Price (FFP) with cost reimbursable line items, performance based contract will be used for this requirement. The locations will be issued via one solicitation, broken out as indicated above. Three individual contract awards (one per location) are anticipated to be made as a result of these requirements. Period of performance for all locations will be five-year multiple year contracts, beginning on or about July 1, 2013. Contracts awarded are subject to FAR 52.222-41, Service Contract Act of 1965. All interested and qualified sources should notify this office by electronic mail. Responses to this announcement shall determine if sufficient competition exists to set aside procurement for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HUBZone Businesses, 8(a) Businesses, or Small Businesses. Only one response per company is required. Responses shall be submitted electronically to Mr. Alex Cano at Alexandro.Cano@dla.mil not later than September 10, 2012 at 3:00pm Eastern Daylight Time. Any information provided is voluntary. Telephone calls will not be accepted. Responses are limited to not more than 10 pages. Interested companies should respond to the following: 1. Provide a company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status. 2. Capability of providing qualified and experienced personnel. 3. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, and type(s) of service you would perform. 4. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar environmental assessment, remediation, and emergency response? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to environmental assessment, remediation, and emergency response. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken. 5. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year multiyear contract at one or more locations, in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? Please elaborate. The Government will use this information, in addition to other information obtained, to determine its small business set-aside decision. Be advised the government will not pay for any information or administrative costs incurred in response to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the government shall arise as a result from a response to this sources sought.
