A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Set Aside: n/a NOTICE TEXT: The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, a Firm Fixed Price Contract for (a) continue to current development of the modules of an integrated, interactive, online course in the Medical Management of Biological Casualties, commonly known as the MMBC Course, (b) develop a critical mobile application for an instructional and diagnostic tool commonly referred to as the "MMBC Diagnostic Tool," which tool has already been developed as part of the initial modules of the MMBC Course, and (c) provide other technological services related to the foregoing, IAW FAR 6.302-1 (1)(ii) with C4EIS, 12359 Sunrise Valley Drive, Suite 320, Reston, VA 20191 as the only responsible source that can provide the customized services needed to fulfill this acquisition. Due to its extensive experience and past performance with USAMRIID, as well as its knowledge and familiarity with USAMRIID's extensive library of educational and reference materials educating military and associated civilian personnel in the Medical Management of Biological Casualties,C4EIS is the only company with such a comprehensive full service courseware development offering that meets staff and patients training needs and support clinical competence. As discussed above, sole source acquisition of the services described herein from C4EIS will continue the improvement and updating of the critical training, educational, and reference materials, and incorporate much needed and critical assessment component to measure competency. C4EIS has completed and performed the following tasks: Performed the GFI analysis, front-end analysis, review of all GFIs and GFMs; designed and commenced the development of the initial modules of the MMBC Course; designed, developed, and programmed a web-based MMBC Diagnostic Tool; discussed with USAMRIID the feasibility of developing multi-device supporting mobile application related to the MMBC Diagnostic Tool; and, designed, developed, and begun hosting, serving, and supporting a content management system and main portal on which the MMBC Course will reside. C4EIS has already developed, updated, revised, and supplemented various training, educational, and intelligence content for various agencies of the U.S. Government related to biological/pandemic (both man-made and natural) related issues. C4EIS has extensive experience (over 10 years) of designing, developing, distributing, supporting, and maintaining online/web-based educational, training and courseware materials for over 2,000 colleges and universities, as well as for the federal government customers (DoD and non-DoD), making it the only company that has such presence in both industries. Due to its highly unique experience with both higher education and federal government customers, C4EIS has developed proprietary, unique and effective systems, design and engineering processes, as well as proprietary video and audio-based/multimedia application tool called "Acclaim ", which C4EIS intends to utilize fully in providing the services described in the PWS. Due to work already performed by C4EIS, C4EIS has institutional knowledge for the completion of the Follow-on Tasks. Their knowledge and know-how is instrumental in completing the tasks under this PWS. USAMRIID desires to contract for the consolidation of portions of these various educational materials, supplemented by information from subject matter experts, into the foundation of an integrated, interactive, online course of instruction and assessment, accessible via the Internet or on private IP based networks, conforming to current standards of academic online instructional design. In connection with this initiative, USAMRIID has already engaged a contractor to design and develop initial modules of instruction based on Government priorities and the complexity of the required instructional materials. In addition, such contractor has performed various other critical tasks, including front-end analysis of the government furnished information and materials, reviewed all government furnished information and material to perform a GFI analysis, and designed and developed an integrated portal through which the course may be accessed. USAMRIID desires to continue the development of the course, the portal, as well as other important initiatives based on the progress made thus far. Specifically, USAMRIID wishes to complete the development of all modules related to MMBC Course. In addition, USAMRIID wishes a contractor to design, develop, and support a mobile device application for the MMBC Diagnostic Tool that is deployable on all mobile platforms and can be used as both a reference instructional tool and a diagnostic tool. Finally, USAMRIID requires the completion of the development of a content management system and main entry portal that will host the final MMBC Course and provide robust administrative tool for administrators of the MMBC Course. The North American Industry Classification System (NAICS) is 611430, Professional and Management Development Training and the Standard Size is $7.0M. This notice of intent is not a request for competitive proposals. Interested parties may identifiy their interest and capabilities in response to this requirement. Responses to this announcement must be made before Friday, September 14, 2012 by 2:00 PM Eastern Time. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor to provide this service is C4EIS, 12359 Sunrise Valley Drive, Suite 320, Reston, VA 20191.
