Description
Gas Leak Survey at Buckley AFB Synopsis/Solicitation The 460 CES/CEF, Buckley AFB, Colorado require a contract for the following item: A natural gas distribution leak survey at Buckley AFB, CO. This installation has several miles of underground natural gas piping, plastic and steel, of varying age and size. This survey is to locate any existing leaks. The Buckley AFB natural gas distribution system consists of approximately 25.36 miles of distribution pipe and one regulator/meter house. All identified gas distribution and service connections shall be surveyed for leaks/potential leaks. All field personnel/operators shall be qualified to minimum federal safety standards for, "Transportation Of Natural and Other Gas By Pipeline", standards as outlined in 49 CFR Part 192 Subparts I and N, and 49 CFR Parts 40 and 199. All personnel records shall be kept as required. Proof of Compliance is required at the time of proposal submittal. Proof of compliance is either the certificate of the appropriate training, and/ or a card stating that the training was completed. The operator qualifications must comply with the CFR for Minimum Federal Safety Standards. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective 4 Aug 11, DFAR DCN 20110819 effective 19 Aug 11 and AFFAR AFAC 2011-0714 effective 14 Jul 11. The North American Industry Classification System (NAICS) code is 541990 - Pipeline Inspection (i.e. visual) services and the Small Business Size Standard is $14M. This procurement is 100% set-aside for small business. Women and women owned, service disabled veteran owned, and small disadvantaged businesses are strongly encouraged to submit quotes. The Government intends to issue a firm fixed price contract to the responsible Offeror whose offer represents best value meeting the technical specifications and delivery schedule at the lowest price. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government. All interested parties must bid on all items.
