Description
This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This requirement is set aside as a 100% Small Business. The North American Industry Classification System (NAICS) code is 334516. This code shall be listed in your CCR and ORCA prior to award. The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement to support the increase in the Armed Forces DNA Identification Laboratory (AFDIL) DNA identification and databasing activities, and provide novel methods for recovering DNA data from the most difficult specimens, the AFDIL is currently performing next generation sequencing. This technology, when preceded by DNA preparation steps that maximize the quantity of target DNA in the sample (enrichment), have successfully recovered DNA data from specimens that yield no data with the DNA preparation methods and instrumentation currently validated and employed at AFDIL. Enriching for the genetic markers of interest reduces the quantity of non-specific (and uninformative) sequence data produced, and greatly reduces the cost of producing useful genetic data. Ultimately, these steps result in higher throughput and most cost-effective laboratory workflows. The vendor, upon receiving either custom probe sequences defined by the AFDIL or details on the genomic regions of interest, will produce a solution based hybridization capture kit based on the government provided information. The government will provide either the custom probe sequences and/or the specific genomic target regions to the vendor. The information provided to the vendor will not include any personally identifiable information. It will consist of hundreds or thousands of short DNA sequences, and/or the specifics of the human genomic DNA regions of interest for which the capture probes must be designed. Rivia Custom 1 Kit (24 reactions) This kit is required to selectively capture defined regions of a particular genome after preparing a next generation sequencing library. The kit must be used when working with DNA extracts from AFDIL's skeletal remains due to the fact that the human DNA of interest is in extremely low copy relative to microbial DNA contaminants. The kit contains probes that specifically hybridize to the nucleic acids of interest and enrich for human over microbial DNA fragments. The kit is also required for use with high quality samples such as blood or buccal swabs. In these cases, enriching for the genetic markers of interest reduces the quantity of non-specific (and uninformative) sequence data produced, and greatly reduces the cost of producing informative genetic data. Specifics: -The kit must include 100bp long probes designed by the customer or by Prognosys Biosciences -The kit must include 20X SSPE, 0.5M EDTA, 1% SDS, Binding Buffer, Wash Buffer 1, Wash Buffer 2, Neutralization Buffer, 50X Denhardt's, Proprietary blocking agent specific to our NGS platforms, PCR primers that will anneal to specific adapters, SUPERase-In, NaOAc, pH 5.0 3M. Rivia Reagents Kit This kit contains supplemental reagents for the Prognosys Biosciences Rivia Custom 1 Kit. These reagents are necessary to allow the user to completely consume the custom capture probes that accompany the Rivia Custom 1 Kit. Specifics: The kit must include 20X SSPE, 0.5M EDTA, 1% SDS, Binding Buffer, Wash Buffer 1, Wash Buffer 2, Neutralization Buffer, 50X Denhardt's, Proprietary blocking agent specific to our NGS platforms, PCR primers that will anneal to specific adapters, SUPERase-In, NaOAc, pH 5.0 3M. The Period of Performance for this contract will be a base year with one option year. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, August 30, 2012 2012, and will only be available until September 12, 2012. Specifications of the requirement are provided in solicitation: W81XWH-12-T-0452. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors SHALL be registered with the Central Contractor Registry and have completed its representations and certification completed via SAM.
