Notice of Intent to Award a Sole Source Procurement ______________________________________________________ Stream Mechanics, PLLC. - Stream Functions Workshop for U.S. Environmental Protection Agency, Region 6, Water Division, Ecosystems Protection Wetlands Branch, Wetlands Protection Section The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management in Washington, D.C. intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) for the acquisition of a Stream Functions Workshop to be held at EPA Region 6 in Dallas, Texas, from April 30, 2013 through May 3, 2013. This workshop is designed to assist state and federal regulators with developing function‐based stream mitigation programs. The workshop uses a function‐based framework, called the Stream Functions Pyramid, to organize stream functions into a hierarchy. The Pyramid is used to teach stream functions, parameters that can be used to describe stream functions, measurement methods, and performance standards. The workshop starts with classroom lectures and exercises about each level of the Pyramid. After that, a field exercise is used to teach participants how to measure key parameters from the Pyramid, focusing on hydraulic and geomorphic parameters and measurement methods. Participants will use the data to determine the baseline condition of the stream reach and what could be done to provide functional lift (improvement). The training will also show how the Pyramid can be applied to developing function‐based goals, stream assessments, debit/credit determination methods, and success criteria. EPA's rationale for determining only one source is reasonably available: •Stream Mechanics has developed the course material in conjunction with the US EPA and the US Fish and Wildlife Service, and this order represents the cost of delivering this training in Region 6. •EPA has contracted previously with Stream Mechanics for the delivery of this same training in Region 5 and is realizing a cost savings by issuing this delivery of training order that builds off of previous deliveries. •Team approach that combines unmatched experience in watershed assessments, geomorphic assessments, natural channel design in a wide range of environments, and project monitoring and evaluation. •Understanding of stream mitigation regulations, standard operating procedure development, and mitigation banking. •Development of the Stream Functions Pyramid that is being used to assist agencies and practitioners with developing better restoration goals, functional assessments, performance standards, monitoring plans, and debit/credit determination methods. •Thorough understanding of the Rosgen stream classification system and natural channel design method, including assisting Rosgen with Level I‐III Workshops. •Development and publication of numerous regional curves throughout the United States. •Development of streambank erosion curves using the Rosgen Bank Erosion Hazard Index and Near Bank Stress Procedure. •Experience teaching workshops to EPA, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, various state Departments of Transportation, state 401 programs, non‐profits, and private consulting firms. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that has an objection to this notice may respond to this posting via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
