- This is a pre-solicitation, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Allergies and infectious Diseases intends to solicit, negotiate and award a purchase order on a noncompetitive basis to BD Biosciences, 2350 Qume Drive, San Jose, and CA 95131. The associated North American Industry Classification System (NAICS) Code is 334516, which has a business size standard of 500; for the following items and quantity. (1) Quantity 1, 340577, U3 BD FACSAria Special Order Laser Option upgrade, includes the installation of a 405 100mw violet laser BD FACSAria, serial number P90100001; the FACSAria will have BD Coherent Connection Multi-User software installed. Coherent Connection allows the control of the laser power of Coherent lasers in the system as well as being able to communicate operational information to BD Service; and (2) Quantity 1, BD FACSAria Special Order Laser Option #340577 U2, a 561-100mw laser system with mount, heat sink, Trigon with 3 premounted detectors and high performance filters, new and improved laser steering system for laser beam transmission improvement will be installed on FACSAria serial number P90500004. Aso included is the Multi-User Environment Laser Control software capable of supporting up to 5 lasers. SCI and Channel DAQ and Remote preamp support; installed lasers will be protected by a 2 year warranty. The following FAR provisions and clauses apply to this acquisition: Buy American Act-Supplies; FAR 52.204-7; FAR 52.212-1 Instructions to Offers Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Copies of the aforementioned clauses are available upon request by telephone to Ms. Lisa Hinton at (301) 402-5803. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notification. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing notification number NIIAIDNOI12150 must be submitted no later than 5:00 PM Eastern Time (ET) September 12, 2012 to Ms. Lisa Hinton. For delivery through the Postal Service, the address is NIH/NIAID/AMOB, 10401 Fernwood Drive, Suite 2NE52B/MSC 4812, Bethesda, Maryland 20817-4812. Electronic submission will not be accepted. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a).
