- BROADCASTING BROAD OF GOVERNORS SEEKING AN TRANSLATION HUB TO SUPPORT COVERGES OF EVENTS AROUND THE GLOBE. The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for Translation Hub commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 518210. This Solicitation Number BBG50-R-11-2323 is issued as a request for proposal (RFQ) that will result in a single award of a firm fixed price contract. ITEM 001 - Translation Hub Trans Hub to support the Broadcasting Board of Governors' (BBG) coverage of events around the globe. The Trans Hub, referred to as ‘Translation Hub', will provide machine and human-based translation services to the IBB/VOA newsroom, (in accordance with attached Statement of Work). The government reserves the right to make an award on the initial proposal without discussions of this procurement. Evaluation criteria: Technically Acceptable, Lowest Cost Proposal will be the basis for award. The Offerer must meet the following qualifications: • Technical Capabilities: Offerer shall provide examples that demonstrate the required level of technical expertise to meet or exceed all of the minimum operational capabilities and technical requirements listed in Statement of Objectives. • Soundness of Technical Approach: Contractor shall demonstrate in writing or through examples the ability to provide the required level of expertise for individual deliverables. Examples may include written responses, diagrams and architectural designs of required information systems. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price contract; 52.203- Anti-Kick Back Procedures; 52.204-3 Taxpayer Identification; 52.204-7 Central Contractor Registration; 52.204-8 Annual Representation and Certification; 52.212-4 Contract Terms and Conditions - Commercial Item; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Exclusion Orders; 52.216-24 Limitation of Government Liability; 52.222-3 Convict Labor; 52.222-21Prohibition of Segregated Facilities; 52.2223-6 Drug Free Workplace; 52.223-18 Contractor Policy to Ban Text Messaging While Driving; Service of Protest; 52.233-3 Protest After Award; 52.233-4 Applicable Law for Breach of Contract Claim.
