- Photos Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HSSS01-12-Q-0110 is issued as a Request for Quote (RFQ) through Federal Acquisition Circular 05-60. This is a 100% small business set aside. The NAICS code is 453910 - Pet and Pet Supplies Stores and the size standard as set by the SBA is $19 million. The period of performance will be 90 days. This Solicitation is compromised of: I. STATEMENT OF WORK II. FORMAT AND SUBMISSION OF PROPOSAL III. EVALUATION FACTORS IV. CONTRACT CLAUSES ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ I. STATEMENT OF WORK 1.0. General Information 1.1 Scope The Secret Service Canine Explosive Detection Unit is seeking to expand our unit and we are looking to purchase 48 custom made metal vehicle kennels. These custom kennels are used in the canine unit's minivans and SUVs'. The custom made kennel dimensions consist of 38" Wide X 40" Deep X 32" High. The kennels should have tabs to be used as mounted anchor points. These tabs are important and allow the kennels to be secured in the vehicle. These kennels are framed in 6063 aluminum radius square tubing. The kennel frames are to be framed in the square tubing with sheets of aluminum connected to the tubing, made of 3003 aluminum (16 gauge aluminum sheet metal has a thickness of.0508 inches). The kennels are to be made from aluminum to prevent rust and corrosion. The kennels should also have doors in both the front and back of the kennel, which allows our technicians easy access and also provides an added safety feature. The latches for the doors are to be made from stainless steel and have the capability of locking. The tubes on the side of the kennel should have a maximum distance of 2 inches and all the door bars should have a maximum spacing of 1 ¾ " between the vertical bars. The kennels also come with a 48 inch rubber mat that provides the canine with a safer and cleaner environment in which to work. Please note there is no deviation of kennel specifications because they are for the safety of the dogs. 1.2 Delivery The delivery schedule is as follows: 12 Kennels delivered within 20 days of contract award 12 Kennels delivered within 60 days of contract award 24 Kennels delivered within 90 days of contract award Delivery to be made to: Communications Center (SOD) Attn: Jennifer Johnson 245 Murray Lane, SW Washington, DC 20223 1.3 Period of Performance The contract shall be from date of award for a period of ninety days. 1.4 Type of Contract This is a commercial firm fixed. II. FORMAT AND SUBMISSION OF PROPOSAL Part A. See attached soliciation Part B. Contractor Information Provide the nine-digit DUNS and the nine-digit TIN. DUNS is used to verify that the vendor is in SAM. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.sam.gov. Part C. Technical Quote Please provide specifications on how you will complete this requirement. Please provide drawings and pictures. This technical proposal needs to explain the work that you will do and how you will meet the requirement in the Statement of Work. For past performance, please provide 3 references that are relevant to this requirement. Please include an email address so references may be checked. All quotes will receive a confirmation email within two hours; if you do not receive a confirmation then your quote has not been received. Late quotes will not be accepted. III. EVALUATION FACTORS The Government will award a contract resulting from this solicitation to the lowest price technically acceptable offer meeting or exceeding the acceptability standards for non-cost factors. Each line item will be evaluated separately. Evaluation of price will be made on total price. Steps in the evaluation and award of this acquisition which is subject to the Buy American Act are as follows: All offers found to unacceptable shall be eliminated. Reasons for being found unacceptable include: nonresponsive, debarred or suspended, prohibited source, or products which are equal to the technical requirements. Past Performance will be evaluated in terms of relevancy and recent history. Relevance means references provided must relate to the same effort or similar one in both product and scale. Recent history means references provided on current or recently completed contracts within the past 3 years. Past performance will assess delivery and quality of product as it relates to probability of successful contract performance. Offerors of technically acceptable products and having low risk to moderate past performance ratings will be ranked by price. IV.
