- The proposed procurement is an Invitation for Bid (IFB). The proposeed procurement is 100% small business set-aside, NAICS 238320, and size standard of $14,000,000 Million. The order of magnitude for this project is between $250,000 and $500,000. PLEASE NOTE THAT THIS IS NOT A SOLICITATION. The solicitation will be posted on or about September 13, 2012. The project will consist of removal of the existing steel bridge coating system which includes lead-based paints. A containment structure in accordance with SSPC Guide 6, Class 1A and any necessary work platforms shall be erected and maintained throughout the removal process. Protection and testing of the environment and employees is required to mitigate the hazards of working with lead. Disposal of lead and lead contaminated abrasives in accordance with Local, State, and Federal regulations shall be the responsibility of the Contractor. Qualification as an SSPC-QP 2 Painting Contractor is required. Also included in the contract will be the repainting of the bridge structural steel and railings. The required paint is a three coat system in accordance with the Northeast Protective Coating Committee (NEPCOAT) Qualified Product List B. Qualification as an SSPC-QP 1 Painting Contractor is required. No maintenance of traffic will be required though access across the bridge for Government personnel must be maintained throughout the duration of the project. Work shall commence no later than 170 days after award and be completed within 150 days. Potential respondents should be familiar with Government submittals and requirements such as the current safety manual. This is a construction project only. Additional information in accordance with the statement of work will be included in the Invitation For Bid package. All responsible sources may submit a bid which if timely received shall be considered by the agency. All questions shall be submitted via email to mark.cap@usace.army.mil. Please note that all Corps of Engineers acquisitions are considered Sensitive, but Unclassified Documents, and require users to have a valid MPIN entered in the FBO system to access packages. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet.
