- Combined Synopsis Solicitation SF-1449 Statement of Work Vibratory Plowing or Trenching for Oak Wilt Control Deer Cove/ Peterson Lake 1. Background and Scope: The presence of oak wilt has been confirmed on forest land owned by the Army Corps of Engineers north of Kellogg, MN. This 20 acre hardwood stand contains both red and white oak species along a side slope and adjacent bottomlands near Peterson Lake of the Mississippi River (see attached map). The area provides mast and cover for wildlife. To prevent further oak wilt infestation by root grafting a vibratory plow line will be installed along the base of the slope. The plow line must penetrate to a minimum depth of five feet, cutting through the roots of oaks that may be grafted together. The contractor will use a vibratory plow, or comparable cutting tool capable of reaching the minimum five foot depth requirement, to install a plow line approximately 1,500 feet in length and sever grafted roots. The location of the plow line is shown on the attached map and has been flagged on the ground by the government point of contact. The government point of contact will also meet on site with the contractor prior to the start of work to insure a clear understanding of exact location. The contractor will be responsible for removing any fallen trees that are in the way of the vibratory plow path - currently estimated at 3 or 4 tree's @ 18". 2. Timing: Work must be completed by November 9, 2012. 3. Safety Manual: The Contractor is to comply with all safety and health requirements as outlined in the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, dated September 2008, to insure safe working conditions for contractor employees and government visitors to the site. If the Contractor does not have a copy of this manual, it can be downloaded from http://140.194.76.129/publications/eng-manuals/EM_385-1-1_languages/EM_385-1-1_English_2008/toc.html 4. Environmental Protection: Should a spill of petroleum, or other contaminant occur, the contractor's immediate response shall be to proceed with measures to limit the further spread of contamination. Immediately following this initial response, the contractor shall notify the local Fire Department, Contracting Officer, and appropriate local, state, and federal officials. This may include the National Response Center (1-800-424-8802) if a reportable quantity is released to the environment. The appropriate state official is the Department of Public Safety Duty Officer who can be reached at 1-800-422-0798 or (651) 649-5451. There is someone on duty at this number 24 hours a day.  5. Access: The work site can be accessed by a road through adjacent private property.
