- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division has a requirement for technical services related to Polaris A3, Trident C4, Orbus 1/ Orbus 1A and Castor IVB, and GEM rocket motor refurbishments. NSWC Crane intends to enter into a five-year, Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) contract with ATK Launch Systems Inc., PO Box 98 Magna, Utah 84044, CAGE Code 02XC1, for technical services in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. A solicitation will be issued in pursuant to the procedures in FAR Part 15. Delivery Terms are F.O.B. Origin, Inspection and Acceptance by DCMA at Origin. The contract will include CLIN 0001: Rocket Motor Technical Services and CLIN 0002: CDRLs. The contract minimum price is anticipated to be $100,000 with a maximum of $9,700,000. The basis for restricting competition is the technical expertise and knowledge of the Original Equipment Manufacturer (OEM), ATK Launch Systems Inc. Delivery schedule will be specified in individual orders. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors submitting proposals to the solicitation must be registered in the System for Award Management, located at https://www.sam.gov/portal/public/SAM/. The solicitation will not be available for download but may be made available upon request. Offers must be submitted in the format specified within the solicitation to be considered. It is the responsibility of offerors to request a copy of the solicitation and to submit offers to the POC at NSWC Crane to be considered. Closing date will be on or about 15 October 2012.
