Description
THIS NOTICE CONSTITUTES AMENDMENT NO.2 TO THE COMBINED SYNOPSIS/RFQ FOR HIGH PRESSURE NITROGEN ISOLATION VALVES. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to post industry questions and answers. Q1. Is it ok to propose our best achievable hardware delivery date? A1. It is permissible to propose the best achievable hardware delivery date. Q2. Is there a qualified incumbent source? A2. A qualified incumbent source is not a requirement per the SOW. Q3. Can the deliveries on 12/31 be Engineering Units? A3. No, all units must be qualified units as qualification testing standards must be met as stated in Section 8.2.4. Q4. How many units are needed in December? A4. A minimum of 3 units are needed by December with follow-on shipments over the next 2-3 months. Q5. If the answer to #3 is No, what is the latest delivery date that NASA can live with? A5. The latest delivery date for qualified units is January 31, 2013. Q6. What will be the determining factors to allow for combining Phase I & II? A6. A previously qualified design would likely be eligible for combined Phase 1 and Phase 2. Q7. Are Preliminary Design Review (PDR) and Critical Design Review (CDR) required? A7. Yes, PDR and CDR are required. Some useful examples: A qualified vendor offering the approved design would not need to repeat these design reviews. A new supplier offering minor changes to an existing/proven design may be eligible for a combined PDR/CDR, at NASAs discretion and following proposal review. A new supplier with a substantially new design would have separate PDR and CDR. Q8. What are the potential future production quantities for this valve? A8. There are no future purchases currently under consideration. Q9. Is the SAFER Valve a single point of failure? A9.YES,the entire SAFER system is a single string in all aspects. Q10.Section 2.1.1.2 lists the Operating Temperature as -100 F to 200 F, but the testing required in 8.2 is done between -20 F and 168 F. Is section 2.1.1.2 correct? If so, how do we have to demonstrate compliance? A10.Section 2.1.1.2 environment includes the non-operating range, which the valve must survive. Section 8.2 Testing demonstrates operational capability. Materials assessment and analysis is adequate to demonstrate compliance between operating and non-operating extremes. Q11.Section 2.1.3.1 list a Random Vibration spectrum, but it is not included in the test requirements of 8.2. If Random Vibration is satisfied by test, how many units need to be tested and where in the sequence does it need to occur? A11.If the vendor chooses to perform vibration testing, then all 12 valves should be vibration tested prior to thermal cycling, i.e. before any other qualification testing elements. Q12. Can you confirm with your engineering team that a full up qualification or delta qualification would not need to be performed? A12. Please see the answer to question 3. All units must be qualified units and are subject to a full up qualification. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on August 3, 2012.
