Description
The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D12PS00626 as a Request for Proposals (RFP) on behalf of the National Cancer Institute (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). THIS IS THE PRE-SOLICITATION NOTICE. AQD anticipates awarding a single contract to provide NCI Enterprise Vocabulary Services (EVS) Operations and Maintenance Support. The contract will be awarded for a base period of one year and two one year option periods. This is an acquisition for commercial services and will be conducted using the guidance in FAR 12 and FAR 15. The applicable NAICS code is 541990, "All Other Professional, Scientific, and Technical Services". The small business size standard is $14.0 million. This procurement is being solicited as a 100% Small Business Set-Aside. PURPOSE OF CONTRACT/SCOPE OF WORK: The objective of this contract is to acquire contractor support services including professional staff with biomedical expertise and ontology development and maintenance skills to provide a variety of vocabulary development and maintenance services for NCI Enterprise Vocabulary Services (EVS). The Contractor shall provide several general classes of management, system, information technology operations, subject matter expertise, and terminology maintenance support services to CBIIT. These services include, but are not limited to contract and project management and the development, refinement and distribution of the biological, clinical and administrative content of NCI vocabularies. The contractor shall perform continuous vocabulary enhancement, integration of new content developed outside of NCI, terminology editing, quality assurance and testing of NCI vocabularies. The contractor shall also provide testing of new versions of the NCI specific version of Protg OWL and other related software tools used for terminology editing and collaboration as needed. Finally, the contractor shall provide technical support for terminology production, such as loading a variety of terminologies in the terminology servers and coordinating the promotion through the relevant NCI server production tiers. In support of EVS the contractor shall provide professional services in the following broad categories: -Description logic modeling; -Integration of terminology with NCI vocabularies; -Editing and/or review of terminologies; -Conversion of terminologies; -Vocabulary editing and distribution; -Browser software testing; -Quality control; -Terminology publication; -Exporting products for inclusion in the UMLS Metathesaurus; -Metathesaurus production; -Maintaining scientific currency; -Vocabulary and data element advice and support; -Coordination and support of related web services; -Software updates; -Technical and product documentation; and -Coordination and relationship management support. Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made utilizing best value source selection procedures incorporating tradeoffs between price and non-price factors.
