- Marine Corps Systems Command (MCSC) intends to negotiate and award a sole-source, multiple contract type contract to Northrop Grumman, Navigation Systems Division (a wholly-owned subsidiary of Northrop Grumman Electronics Systems), Woodland Hills, California for non-personal services for post-production life cycle support for the AN/TYQ-23(V)4 Tactical Air Operations Module (TAOM), AN/TYQ-87(V)2 Sector Anti-Air Warfare Facility (SAAWF), the TAOM Interface Group (TIG), the Multi-Channel Interface Unit (MCIU), and critical components of the AN/TSQ-269 Mobile TAOM (MTAOM). The AN/TYQ-23(V)4 TAOM is a transportable, modularized, automated command and control element that, in conjunction with the SAAWF and peripheral equipment, provides automatic acquisition, identification and tracking of all aircraft, Air Breathing Targets (ABT) and Theater Ballistic Missiles (TBM) and directs air defense for its area of responsibility (AOR). The TAOM was manufactured by Northrop Grumman (formerly Litton Data Systems) under contract N00039-87-C-0330, upgraded to the (V)4 configuration under contract M67854-98-C-2111, refreshed, along with the SAAWF, TIU, and MCIU under contract M67854-02-D-2000 and is currently being sustained under contract M67854-07-D-2060. The post-production life-cycle support includes Program Management, Configuration Management, Engineering Services Support, and Logistics Management Support. The support will include Life Cycle Management and Support for AN/TYQ-23(V)4, AN/TYQ-87(V)2, TIG, MCIU, and AN/TSQ-269 throughout their remaining life cycles, including: 1) Diminishing Manufacturing Resources (DMS) and Parts Obsolescence, (2) Vendor Level Maintenance (VLM) of specific circuit card assemblies, (3) Government Furnished Equipment (GFE) repair and sustainment of laboratory assets, (4) Information Assurance support, and (5) Maintaining interoperability and Identification Friend or Foe (IFF) capabilities. Northrop Grumman possesses unique and proprietary knowledge which encompasses all aspects of the design of these systems and subsystems and is considered the only source capable of meeting this requirement. The contract will be for the period of one year with two (2) option years. No RFP is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying this requirement. No telephonic requests will be accepted. All communications shall be in writing to the points of contact listed in this announcement; reference synopsis number M67854-12-R-0239. Proprietary information shall be clearly identified as such and will be protected. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
