- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for the Safety and Mission Assurance Engineering Contract (SMAEC). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SMAEC acquisition is being conducted on a full and open basis and has been assigned the NAICS code 541330, Engineering Services, with a size standard of $35.5 million under the exception for Military and Aerospace Equipment and Military Weapons. The contract type for the SMAEC effort is Indefinite-Delivery/Indefinite-Quantity (IDIQ), comprised of Cost-Plus-Award-Fee and Firm-Fixed-Price task orders. The phase-in effort will be Firm-Fixed-Price. All responsible sources may submit an offer which shall be considered by the agency. The Draft RFP (DRFP) has been posted to the SMAEC website. NASA/JSC will hold a Preproposal Conference and Site Tour on September 10, 2012 and a Cost/Pricing WebEx on Monday, September 17, 2012 to help Industry understand the Government's requirements as stated in the DRFP. Prospective offerors are highly encouraged to review the DRFP and provide comments and questions as soon as they are identified. Comments and questions may be submitted anonymously, if desired. Any anonymous inquiries and comments should be submitted to the SMAEC Acquisition Website at: http://procurement.jsc.nasa.gov/smaec/. All other comments and questions shall be submitted via email to Scott.Stephens-1@nasa.gov. All questions and comments must be submitted in writing by 5:00 p.m. CDT on Monday, September 24, 2012. Responses to the questions will be posted on the SMAEC website at http://procurement.jsc.nasa.gov/smaec/. Telephone questions will not be accepted. The anticipated release date of the Final RFP is on or about November 9, 2012 with an anticipated offer due date on or about December 21, 2012. Prospective offerors are encouraged to notify this office of their intent to submit an offer by email to the Contracting Officer, at Scott.Stephens-1@nasa.gov by September 24, 2012. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet.
