This announcement constitutes the only notice. This is not a request for quotes. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 1 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: SkyIMD Aerial Imaging Solutions DUNS: 960350382 FOR : NAICS: 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: USFWS Office of Law Enforcement Aviation requires a video camera system which includes an FAA certified STC approved pod and cable system that can be mounted on the wing strut of a Cessna 182 and 206 with the easy field approval for the Cessna 185. The entire system should weigh less than 18 pounds, which is critical for the useful load capacity of the Cessna 182, 185 and 206. USFWS requires that the system be portable and easy to ship between pilots to allow for portability between different aircraft, this allows for one system to be used on different FWS aircraft as needs arise. FWS requires a high zoom capability in order to identify vehicles, subjects and evidence from a safe altitude. A system that is fully integrated and a company that supports the system with hands on training, checklist, and ability to call for support or technical problems/issues are needed. The ability to send photos real time to Special Agents on the ground is a critical requirement for our law enforcement mission. A requirement for a plane mounted/airborne imaging system is the ability to track moving objects such as vehicles during law enforcement surveillances. A system needs to include FLIR (Forward Looking Infrared) capability in order to be effective during night law enforcement operations. More specifically, the requirements are as follows: 1.) The entire system weighs less than 15 lbs. which is critical for the useful load capacity of the Cessna 185, 182 and 206. 2.) The system must be fully technically and troubleshooting supported by one source. Note: SkyIMD provides a complete integrated system and fully supports the system with user manuals, quick reference checklists, on-site training and one call support for all of the systems. Other camera companies require products sourced for 3-5 other companies to complete the system. They do not support the complete system with one call. 3.) The system includes a gimbal system with two sensors, gimbal control software, a Fujitsu tablet device setup with 20 custom software and hardware modifications and custom "plug-in" software to enable one touch emailed images. 4.) The design allows for high zoom up to 20x for daylight and must be an FAA STC approved mounting system. 5.) Operator is able to press one key and send pictures (JPEG) or Google Earth (KMZ) to officers on the ground using 3G or satellite networks. The officers on the ground can use mobile phones to see the images. 6.) The entire system should have carry on board status to enable portability between different aircraft. This allows one system to be used on different FWS aircraft as needs arise. 7.) Companion applications (included with purchase) to: A. Trim video files post flight in minutes without needed expensive, complex applications and B. Ability to convert video files to Google Earth files. 8.) The provider (or company) of this equipment package should be one chosen to provide Law Enforcement solutions as part of the new Cessna Enforcer program. 9.) The system includes an FAA certified STC approved pod and cable system that can be mounted on the wing strut of a Cessna 182 and 206 with the easy field approval for the Cessna 185. SkyIMD is the only source for an ISR system that meets the requirements for the FWS mission profiles since it is the only company in the world that has refined, produced and supports a complete integrated Law Enforcement sensor system designed for the Cessna aircraft. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Saturday Sept 1, 2012 12 PM PST by sending an e-mail to valarie_reinholz@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. The Government will not be responsible for any costs incurred in responding to this notice.
