Description
The U.S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City (EAD-KC) and the National Weather Service (NWS) intend to award four (4) purchase orders for supplies that support the Dual Pole System. The Dual Pole System is an upgrade to 160 Doppler radars to dual polarization technology. CONTRACTOR: Electro-Miniatures - Item No. 0001: Brush Block Set, P/N 2263-96-1-1; Qty: 10 ea; PURPOSE: Brush Block Assembly are in NEXRAD pedestal slip ring assembly. These are replacement brush blocks with enhanced brush contacts, which have improved life and wear characteristics. Electro-Miniatures is the designer and manufacturer of the slip ring assembly. Baron Services is the designer and manufacturer of the Dual Pole System. These parts are used in Dual Pole System and are available from one known responsible source. CONTRACTOR: Gigacom, Inc. - Item No. 0001: Receiver, AME, P/N BS2000-410-910; Qty: 10 ea; Item No. 0002: Module, Noice, P/N BS-2000-420-900; Qty: 5 ea; Item No. #0003: Module, Calibrate, Main Bite, P/N BS2000-420-901; Qty: 5 ea; Item No. 0004: Module, Clutter, P/N Bs-2000-420-902; Qty: 5 ea. Gigacom Inc. was a subcontractor to Baron Services that provided modules for the AME Assembly during the development of the Weather Service Radar/WSR-88 Dual Polarization upgrade. These part numbers are manufactured solely by Gigacom, Inc., specifically for use in the AME Assembly installed by Dual Pole. The Government does not have sufficient data rights to fully specify the design to another manufacturer. CONTRACTOR: Aegis Power Systems, Inc. - Item No. 0001: Supply, Power, w/Fan Tray Assembly, Aegis Power Systems P/N BA2809, Baron Services P/N BS-2000-460-900; Qty: 5 ea; Item No. 0002: Fan Tray Assembly, Power Supply P/N BA2809FT; Qty: 20 ea. Aegis Power Systems Inc. was a subcontractor to Baron Services that provided modules for the AME Assembly during the development of the Weather Service Radar/WSR-88 Dual Polarization upgrade. These part numbers are manufactured solely by Aegis Power Systems Inc., which Baron Services used in the AME Assembly installed by Dual Pole. They are the only source of supply recommended by Baron Services. The Government does not have sufficient data rights to fully specify the design to another manufacturer. These items are being purchased for the National Weather Service (NWS), NEXRAD program, to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with each of the only known sources under the authority of FAR 13.106-1(b). The unique characteristics and physical form of these items make them the only acceptable parts. Because the design is the intellectual property of each contractor, the Government does not have access to the specific design features. The Government has no design rights to the items and does not possess the drawings that specify the parts. NWS performed a market research and found there are no substitute part numbers or manufacturers identified through the search. This notice of intent is not a request for competitive responses. This announcement will close Tuesday, September 4, 2012, at 12:00 PM CST. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, furnish detailed information concerning their capabilities to provide these products. Interested firms must submit support documents if providing or proposing to provide other than the specified part numbers referenced above that meet the same fit, form and function as the specified part numbers. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
