This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91WAW-12-R-0086 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 532120 with a small business size standard of $25.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-09-14 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The ACC NCR - Sector B requires the following items, Meet or Exceed, to the following: LI 001, CLIN 0001 - Contractor shall provide two (2) 15-Passenger Buses and Maintenance/Repair Services in accordance with Section 5 and Appendix A of the PWS for a period of twelve (12) months., 12, Months; LI 002, CLIN 0002 - Contractor shall provide two (2) 18-Passenger Handicap Accessible (HCA) Buses and Maintenance/Repair Services in accordance with Section 5 and Appendix A of the PWS for a period of twelve (12) months., 12, Months; LI 003, CLIN 0003 - Contractor shall provide thirteen (13) 24-Passenger Buses and Maintenance/Repair Services in accordance with Section 5 and Appendix A of the PWS for a period of twelve (12) months., 12, Months; LI 004, CLIN 0004 - Contractor shall provide three (3) Semi-Tractor Trailers and Maintenance/Repair Services in accordance with Section 5 and Appendix A of the PWS for a period of twelve (12) months., 12, Months; LI 005, CLIN 0005 - Contractor shall provide one (1) 5-Ton Box Truck and Maintenance/Repair Services in accordance Section 5 and Appendix A of the PWS for a period of twelve (12) months., 12, Months; LI 006, CLIN 0006 - Army Contractor Manpower Reporting (CMR). This CLIN established the need for CMR on a task order basis. Data must be entered annually. Data may be entered into the CMR system at any time during the contract?s period of performance, however data must be accurate and complete and entered into CMR during the data gathering period of 1 October through October 31 for every year or part of a year, for which the contract is active. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, ACC NCR - Sector B intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC NCR - Sector B is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Vehicle Specifications are noted in the attached Complete Solicitation Document W91WAW-12-R-0086 which includes the PWS (See Addendum A) Bid MUST be good for 60 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. All Terms and Conditions in the attached Solicitation take precedence over the terms listed elsewhere on the FedBid.com website. This buy term supercedes the evaluation criteria/basis of award statement in the bidding requirements/instructions provided by FedBid. Award will be made on a ?Lowest-Priced-Technically-Acceptable? basis. This successful offeror will be the offeror who submits a proposal which meets or exceeds the acceptability standards for non-cost factors (established in the Attached Solicitation Document) with the lowest evaluated price of proposals. To receive consideration for award, a rating of no less than Acceptable must be achieved for the Technical Factor. Past Performance will also be rated on an acceptable or unacceptable basis. The Question deadline has been extended by 1 day. No other deadlines will be extended. Please refere to the information in this term for all current deadline dates. Questions are due on by 30 August 2012, 2:00 PM (ET). Responses will be sent no later than 31 August 2012, 5:00 PM (ET). The bidding window will close on 14 September 2012, at 12:00 PM (ET).
