Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to increase the Level-of-Effort (LOE) ceiling on an other than full and open competition basis under contract N68936-10-D-0014 with Wyle Laboratories, Inc., 7800 Highway 20 West, Huntsville, AL 35806. A LOE ceiling increase on contract N68936-10-D-0014 is necessary to provide continuation of services during the time it will take to award the follow-on contract. The action will result in an additional labor hours of 44,160 for a period of one year within the current period of performance. This sole source acquisition is in accordance with FAR 6.302-1. The ceiling increase is for continuation of services necessary to provide program management, engineering, test, and integration services for various Navy systems. Services will be required for the Universal Exciter Upgrade (UEU), Low Band Transmitter (LBT), ALQ-227 Communications Countermeasures Set (CCS), EA-18G Mission Planning Software, EA-18G EAU, USQ-113 Communications Jammer, and EA-6B ICAP III. Specific tasking may include UEU and EAU Operational Flight Plan (OFP) development, LBT integration, CCS test support, Unique Planning Component (UPC) software life cycle support, USQ-113 Operator Interface Software on the Improved Operator Control Panel (IOCP) and the Tactical Display system (TDS) software development, and supported EA-6B ICAP III and EA-18G Block integration. Wyle is the current contractor providing services under this contract. They have the required workforce, expertise, experience and are currently working on-going projects. Continued services are mission critical, as all test and facilities requirements are to be addressed for environmental impacts on a weekly basis. Failure to do so will result in loss of direct operational impacts to supporting the war fighter. Award of the contract modification is expected on or about 27 September 2012. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing engineering services for the AEA IPT may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-10-D-0014 and clearly show the firms capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, schedule and delivery of the products/services to the warfighter.
