- Combined Synopsis/Solicitation for Traial Advocacy Training. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is: DOL08120002 and is issued as a Request for Quotes (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-57 dated March 15, 2012. The North American Industrial Classification System (NAICS) code is 611430 and the small business size standard is $7.0 million. This procurement is full and opens. The US Department of Labor DOL, Office of the Solicitor, Region VI, MSHA Litigation Backlog Project, Denver, Colorado, has responsibility of litigating cases before the Federal Mine Safety and Health Review Commission throughout the United States. To meet this litigation requirement, the Office of the Solicitor is seeking training options to increase attorney knowledge, skills and litigation abilities. The object of this endeavor is to enhance the trial advocacy skills of attorney staff in the areas of opening and closing arguments, direct and cross examination and the examination of expert witnesses. In support of its mission, DOL requires one vendor to design and deliver Advocacy Trial Training to meet this litigation requirement. The Office of the Solicitor (SOL) is seeking training options to increase attorney knowledge, skills and litigation abilities. DOL intends to award one Firm-fixed Price purchase order to the contractor that represents the best value to the government. The contractor(s) shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Summary of Requirements detailed below. The period of performance is within sixty (60) days of award. Offerors are invited to submit their proposals to DOL Acquisition Services in response to this notice by 10:00 AM Eastern Standard Time (EST), September 7, 2012. Only e-mailed requests for additional information will be accepted at deceasar.charlie@dol.gov through 5:00 PM EST, September 4, 2012. Proposals submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to deceasar.charlie@dol.gov. Communication with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the solicitation and/or exclusion of your proposal from this solicitation. Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is anticipated to be awarded will not be considered.
