Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation # is SAQMMA12R0385 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-58. The associated North American Industrial Classification System (NAICS) is 423850. This requirement is a small business set aside, with a small business size standard of 100 employees and only qualified offerors may submit quotes. The Department of State requires the following items - Brand name or Equal - meeting the following requirements. Fire Training Simulator( Firebird Model or equivalent) : A computer driven modular Fire Training Simulator utilizing a rear projection screen, DPL projector, amplified speakers, a compressed air solenoid assembly with three compressed air tank regulator assemblies; one ANSUL modified Red Line 10lb ABC (model I-A-10G-1) cartridge operated type fire extinguisher with weight equal to an actual extinguisher, and a integrated control console containing a microprocessor that manages the operation related to the fire extinguishers by an air solenoid and infrared detection. The computer shall be capable of simulating at least three different fire scenarios and be capable of various levels of difficulty so to recognize the correct application technique for the type of fire being projected. The simulator shall meet requirements of OSHA regulation 1910.157G for interior incipient fire training. The simulator must be compact in design and transit-friendly, widescreen format for large fire scenes, capable of custom fire-scene design with ready, camera action. The simulator must be capable of consumables record-keeping and measuring the quantity of fuel and agent that would have been used in a fire scenario. Have adjustable difficulty settings, and have capability for both hardware- and software upgrades. Be compatible for Europe electrical requirements up to 220 volts with 50 to 60 hertz. Simulator equipment must come in two hard case travel containers and one soft case container for the projection screen. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The offeror agrees to hold the prices in its offer firm for 30calendar days from the date specified for receipt of offers. Contractor registration requirement - Company must be registered on System for Award Management (SAM) before an award can be made to them. If company is not registered in SAM, they may do so by going to SAM web site at http://www.sam.gov.
