- REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency Troop Support - Industrial Hardware SUMMARY DLA Troop Support-Industrial Hardware is issuing this Request For Information (RFI) seeking your feedback on the development of a 100% commercial solution for the next Air Force Industrial Product-support Vendor (IPV) contract; this will be the 3rd generation contract under this program. This RFI is limited to companies who have current or recent IPV contracts that are the same, or similar, to the Air Force IPV contract for benchstock material. PROGRAM OVERVIEW The current Air Force IPV contract supports sourcing of approximately 94,000 hardware NSNs encompassing approximately 293,000 bins. Approximately 20% of the NSNs are priced and sourced commercially. The current commercial dollar value of material to all bins is approximately 50% and the current percentage of bins that are commercially sourced is approximately 50%. The Air Force customer's expectation is that empty bins shall be filled within 24-hours. Critical Safety Items (CSI) would be exempt for the Commercial solution as they need to be supplied from DLA. A 100% reliance on commercial material for IPV customers may leave the Government in a position where DLA could not support IPV demand for IPV NSNs under this contract construct. Contractor responsibilities under a 100% commercial solution will include, but are not limited to, forecasting collaboration with customers, total supply chain management, distribution/warehousing, quality control, DLA Direct support via World Wide Demand (WWD) delivery orders for certain NSNs that meet the WWD criteria, kitting, data management, and achievement of a 99% minimum materiel availability rate. The goals for this initiative are: supporting the customer by ensuring reduced cycle times, achieving the best commercial pricing and structuring processes to ensure maximum oversight, reducing administrative burden to the government, and increasing customer satisfaction, while allowing the customers to focus on their core competencies. RFI QUESTIONS Is a 100% commercial solution feasible or practical from a customer-cost standpoint at the NSN level and from a material management or infrastructure fee perspective? Is a 100% commercial solution feasible from a customer-cost standpoint with regards to material availability and the speed of replenishment to the bin? Under a 100% commercial solution, what would be the impact to cost, material availability, and bin replenishment speed? Can you quantify the impact on these three areas? Can you identify any constraints to the proposed 100% commercial solution? Can you provide any additional feedback you feel is relevant to this 100% commercial solution? Information provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. Responders are solely responsible for all expenses associated with responding to this RFI.
